WECA Investment Fund: Phase 1 Walking and Cycling Feasibility and Development

Purpose:
The decision will ensure that BCC undertakes
the necessary feasibility and development work on the above
mentioned schemes providing increased certainty around costs,
designs and timescales ahead of applying for further funding to
deliver the schemes.
Decision:
Approval to accept £250,000 from the
WECA Investment Fund to deliver Feasibility and Development Work
for two projects: Old City and King Street pedestrianisation and St
George Liveable Neighbourhood.
Alternative options considered:
Option 1 - The alternative option would be to
not receive funding from WECA for development and feasibility, but
this would run contrary to council objectives such as increasing
active travel, investing in communities and supporting business as
we emerge from Lockdown. Scheme selection was based on WECA’s
Early Assessment Sifting Tool (EAST) which scored individual
schemes against various criteria (e.g. routes serving areas of
deprivation; supporting regeneration and housing; improving air
quality and so on), with shortlisted schemes approved by the
Cabinet Member for Transport earlier in January 2021 and through
WECA’s Committee sign-off process.
