Supply and Installation of Under Floor Insultation

Purpose:
Bristol City Council have been successfully
awarded funding from the Department of Business, Energy and
Industrial Strategy to deliver energy saving measures to
low-income, low EPC rated households within Bristol and North
Somerset.
Bristol City Council’s Energy Service have developed the
Bright Green Homes project and intend to install underfloor
insulation to suspended floors and other energy saving measures to
these homes with BEIS Funding.
Decision:
To award a contract to the successful tenderer
for the provision of the supply and installation of under floor
insultation in 160 homes across Bristol and North Somerset.
The council has run a compliant tender process under the
Procurement for Housing ‘Capital Works and Associated
Services DPS’. The intention is to award the contract to the
successful tenderer. The contract period is 4.5 months.
Alternative options considered:
Option 1 - During analysis of the housing
stock across the city, the best types of measures identified to
install were External Wall Insulation and Under Floor Insulation.
Due to the tight timescales and the risk of delivering External
Wall Insulation within the timeframe of this funding it was decided
the better option is to deliver underfloor insulation to a large
number of homes, as it can be installed within two days and EWI is
a three week installation.
