Award of interim grant agreements to the three flexible floating support services

To approve the award of the grants with
variation and extension clauses until the new tendered service is
established.
Decision:
A report was approved by Cabinet on the 5
April 2022 for the plans for the provision of services relating to
the Rough Sleeping Initiative (RSI) and Commissioning services from
2022 to 2025.
Recommendation 3 on the report requested that Cabinet,
‘Authorise the Executive Director, Growth and Regeneration to
award interim grant agreements to the three flexible floating
support services until 31st December 2022 up to the value of
£576,442.50’. 2022-23 is a transition year, as we are
seeking to extend current contracts and grant agreements until
tender processes have been undertaken and new contracts are in
place for funded services in the programme.
We currently know what the RSI funding is for Quarter 1 is, but are
waiting to find out what the RSI award will be form July 1st 2022
until March 2025. We will not formally know until after the May
local elections to avoid pre-election publicity. To give assurance
to funded organisations and provide service continuity for clients
we need to put in place grant agreements with funded organisations
for Quarter 1 with the option to vary and extend these grant
funding arrangements from July 1st to 31st December until a new
Higher Floating Support Service can be tendered and awarded.
Alternative options considered:
Option 1 - This option prioritises service
continuity to prevent a return to rough sleeping for a vulnerable
client group who experience multiple disadvantage and any other
option would be contrary to the aims of the Corporate Strategy
2022-27.
