Purpose:
The contract is to provide a fire alert system
(a waking watch) which will enhance safety of residents in the
event of a fire.
Decision:
Bristol City Council has commissioned a Waking
Watch to enhance safety at 4 high rise blocks in Barton Hill
(Ashmead House, Barton House, Harwood House and Longlands
House).
A contract has been awarded to Kingdom to provide a Waking Watch at
each of the 4 blocks in Barton Hill for a period of at least six
months whilst more permanent remediation works to improve the
safety of the blocks is secured.
A Waking Watch is the provision of patrols of the blocks, 24/7, by
trained fire marshals who will alert the fire brigade if there is a
fire in the block and actively wake residents and assist them in
evacuating the block.
Alternative options considered:
Option 1 - Alternative methods to alert
residents were considered, such as evacuation alarms. Complete
removal or remediation of the cladding failures has been
considered. However, these could not have been installed/carried
out within a reasonable time period and would take more than six
months. They were, therefore, rejected.
