Purpose:
To ensure that the necessary financial and
legal checks have been made and the relevant senior elected members
and senior officers have given approval, as per the delegation set
out in the DfT Active Travel Fund (ATF) Tranche 3 Cabinet paper
(14th September 2021). Project details are as follows:
• In response to the Covid-19 pandemic, the council
accelerated its existing long-term transport ambitions to improve
walking and cycling journeys while capacity on public transport was
reduced, trialling measures with temporary materials under the
Bristol Streetspace programme.
• Central Government’s “road map out of
lockdown” accelerated projects, as there was a need to enable
social distancing whilst supporting businesses throughout
re-opening.
• The aims of the project are as follows:
o Making it easier and safer to walk and cycle in the area by
providing more space for pedestrians and cyclists.
o Supporting local businesses to stay and thrive in the area by
increasing the number of pedestrians.
o Improving the safety of traffic light junctions for all road
users.
o Managing traffic flow and reduce pollution in the area.
o Encouraging people to take the bus, walk or cycle to key
destinations such as the hospital and university.
Decision:
The Executive Director for Growth and
Regeneration (in consultation with the Cabinet Member for
Transport, the s151 officer, and the Head of Legal Services) has
authorised officers to take all steps required to deliver the Park
Row, Perry Road, Upper Maudlin Street and Colston Street project
(subject to further detailed design work and the award of grant
funding from the Department for Transport), including the
undertaking of Quality Assurance and Traffic Regulation Order
processes and the procuring and awarding of appropriate contracts
(as per the indicative estimates below):

Alternative options considered:
Option 1 - An engagement exercise took place
between 14th December 2020 and 24th January 2021; following the
introduction of the temporary scheme, at pace, in September 2020.
This informed the designs for a permanent scheme which have since
been consulted on. Public consultation was carried out in relation
to the proposed permanent scheme between 29th November 2021 and
16th January 2022. The scheme received a very good level of support
- 78% of respondents agreed with the proposed changes overall; with
an approval range of 76-80% across the its seven sections.
Statutory consultation on specific aspects of the scheme is planned
to be undertaken as part of the legal process relating to Traffic
Regulation Orders.
