Purpose:

The use of the ESPO framework is compliant and due to the technical knowledge requirement meets the need of BCC as this monitoring service can be provided by a technical expert who has experience of BCC CAZ design and implementation.
A Direct Award also works with the tight timescales for the Clean Air Zone implementation.

Decision to direct award to V4 Services who have commissioned T.Mistry

Option 1 - Extension of existing contract – not a compliant option
Option 2 - Open Tender – not preferred option due to timescales involved and availability of purchasing frameworks to speed the process.
Option 3 - Mini competition via framework – not preferred option due to timescales
