To enable release of sites specifically to the
community led housing sector via an open, transparent bidding
process for the delivery of community led Affordable Housing to
meet Corporate objectives of taking an ‘asset-based community
development’ approach to work with communities and to deliver
1000 Affordable Homes a year by 2024. To support community led
housing offering local communities and Community Land Trust, the
opportunity to develop sites that have particular characteristics
and constraints that make them unattractive for other housing
development operators.
Following the invitation for CLH groups to
apply to become preferred bidders for the second tranche of sites
to award Preferred Bidder status to community groups in line with
the Community Led Housing Land Disposal Policy adopted by cabinet
in February 2020.
The decision was taken to approve preferred bidder status to
community groups and to dispose of land to these groups for the
development of Affordable Housing, subject to the CLH Groups:
•formally acknowledging that the Council will not be in a
position to assist with the capital funding of the affordable
housing delivery on their allocated site
•meeting the key milestones required to secure satisfactory
planning consent and demonstrating appropriate funding
arrangements;
•demonstrating ability to meet the BCC Standards for CLH for
Governance/Finance and Management:
The groups awarded preferred bidder status and the sites concerned
are as follows:
1.Knowle West Media Centre/We Can Make – Rodfords Mead 1,
Former Garage Blocks, Hengrove, BS14 9UE
2.Bristol Somali Resource Centre – Tenants Hall, Avonvale
Road, Barton Hill, BS5 9SR
3.Home Time – Former Scout Hut, 61-67 Woodborough Street,
Easton, BS5 0JA
4.Knowle West Media Centre/We Can Make – Pensford Court,
Former Garages to the rear of 62 to 70 Craydon Road, Stockwood BS14
8HD
5.Knowle West Media Centre/We Can Make – Queens Road Car
Park, Queens Road, Bishopsworth, BS13 8PH
To task Officers to enable and support the Preferred Bidders to
secure external funding and / or source external funding by the
Council to support delivery and to progress the schemes to full
planning consent.
Option 1 - The sites have been considered and
rejected for other routes to housing delivery due to their
significance to local communities and the constraints and abnormal
costs involved.
