Purpose:
Bristol City Council wishes to commission a
single supplier to provide a “one stop shop” office
supplies service to Bristol City Council.
Decision:
Direct award of a 12-month contract (with the
option to extend for 2 x 12-month periods) to Lyreco for the
provision of Office Supplies for Bristol City Council. This
contract has been called off from the NEPO 502 framework which is a
single provider framework, with the default call off procedure
being the direct award of contracts to Lyreco, this is a compliant
route to market in line with BCC Procurement Rules and the Public
Contract Regulations 2015.
Alternative options considered:
Option 1 - A compliant further competition was
undertaken via RM6059 (CCS Office Supplies Framework) with the view
to undertake an e-Auction. However, due to providers being
unsuccessful in the first stage meaning it was not possible to
undertake an e-Auction and in turn resulting in the abandonment of
the tender.
BCC considered extending the existing contract with its incumbent
provider, however due to the cumulative spend with that provider
this would have equated to a breach of both the BCC Procurement
Rules and the Public Contract Regulations 2015.
BCC investigated the possibility of using multiple public sector
frameworks, undertaking a bench marking exercise using its core
list of products. After conducting this exercise NEPO 502 was found
to be the most suitable and compliant route to market.
