Purpose:

The Digital Strategic Partner will help Bristol City Council achieve its Digital Transformation ambitions as set out within the Digital Strategy 2022 – 2027. The long-term partnership will aim to combine the capacity, knowledge and expertise that exists within the Council with the capabilities and reach of a private sector partner to significantly accelerate the pace of delivery of the Digital Transformation Ambitions, its associated Digital Transformation Programme, and its wider digital requirements.

Decision:

To award the Digital Strategic Partnership contract to Fujitsu Services Limited. The contract is for the maximum value of up to £35 million, over the contract term of up to 7 years (with an initial term of 5 years). Fujitsu were the successful bidder of the tender exercise.
This decision was taken by the Chief Executive in consultation with the Cabinet Member for Finance, Governance and Performance and the Director for Policy, Strategy and Digital, as authorised by Cabinet on 5th April 2022.

Alternative options considered:

The funding source for this type of work is often ad hoc or on a one-off basis, therefore it would be impractical for BCC to increase the core internal staffing service based on an uncertain funding arrangement. A long-term partnership allows the flexibility to sustainably manage changing peaks and troughs of future project and initiative activity, responding to funding opportunities more quickly and achieving more sustainable outcomes for residents and the city.
