Purpose:

The project’s overall budget of £32m includes for the Riverwall repairs works. This is required as part of the works needed to enable Temple Island for development. This project is funded by the EDF funding from WECA, secured in 2020. A PRF has been obtained from Procurement and Legal on this expenditure.

Decision:

Approval to enter into a contract with CCSL as Principal Contractor to undertake the riverwall repair works at Temple Island as part of the Temple Island Enabling Works project.

Alternative options considered:

Option 1 - A competitive open market ITT was launched in December 2022. From the responses submitted, the panel judged and scored the responses (captured in Award Report attached) and determined that CCSL were the winning bid. Therefore, the project wish to engage their services through an NEC4 Option A contract. The alternatives are: to reject the tender bids and postpone this works to next summer or not complete them at all. The former would result in difficulty on site to accommodate a repairs contractor whilst the remediation works are scheduled, the latter would mean we cannot fulfil our obligations to future developer LandG. Therefore we propose this to be the best route to procuring a Principal Contractor to complete the repairs.
