Purpose:

Routine contract management identified the significantly increased number of transactions being processed through the Pay360 software. This alerted officers as to the extent of the cost escalation associated with processing these transactions and the need to manage this situation given the spend parameters within the contract.

Alternative options considered:

The Council is in a contract for the use of Pay360 software for its online enabled payment processes until 31/3/24. The Council is obliged to meet the cost of processing its transactions as set out in the contract with the supplier. The majority of the cost escalation relates to the high number of CAZ transactions that have been processed in this financial year. The extent of the transactions being processed had not been foreseen when the contract extension was signed. The cost of processing CAZ transactions will be reimbursed to the Council’s General Revenue Fund in accordance with the Regulations and Guidance governing the administration of CAZ monies to avoid any financial detriment to the Council Tax payer of Bristol.
