Purpose:

Community Facilities projects are sufficiently mature to receive grant payments following completion of the development stage of the community facility grant scheme competitive process. Grant awards are being made to the successful applicants to allow progress to the project delivery stage.
Thriving High Streets grant enables incorporation of PCRF street scene improvements into the Highways England funded projects for Avonmouth Road and Shirehampton to provide a coordinated solution to delivering multiple benefits in those locations.
Jobs, Training and Enterprise grant to Ambition Lawrence Weston is made to enable an increase in delivery of community based upskilling. Equipment purchased will enhance the community led JTE offer once the planned new community hub building is complete.

Decision:

To approve the payment of Capital grants totalling £292,004 to support delivery against the three PCRF themes.
Community Facilities – Match funded renovation of buildings: Avonmouth Community Centre Association £100,000, Avonmouth Football Club £44,039, Twyford House Cricket Club £52,965
Jobs, Training and Enterprise – Equipment to support delivery of JTE activity: Ambition Lawrence Weston £15,000
Thriving High Streets – Street scene improvements for Avonmouth Road and Shirehampton High Street: Sustrans £80,000

Alternative options considered:

Option 1 - Community Facilities: The grants have been awarded following an open and competitive process including community involvement in assessment of applications. No other options have been considered.
Jobs, Training and Enterprise: Ambition Lawrence Weston is the only community based organisation suited to enabling the delivery of ongoing and emerging needs for the Lawrence Weston community as required by the PCRF programme themes approved by BCC Cabinet in August 2017. Prior to the August 2017 Cabinet Approval extensive research and public consultation was undertaken that underpins the decision to support Ambition Lawrence Weston to enable the future delivery of the PCRF JTE Hub which links to other benefits delivered by Ambition Lawrence Weston.
Thriving High Streets: Two further options were considered:
•A BCC led design and implementation project through BCC highways
•Grant funding to local community organisations
The option of aligning with the larger Sustrans projects has the benefit of ensuring a cohesive and coordinated approach to design and delivery of improvements in both locations. Implementing as a part of the larger project decreases overhead of design, consultation and quality assurance costs and therefore increases Capital available to deliver improvements. This is the best option available to deliver improvements in these locations.
