Purpose:

As part of our Organisational Improvement Plan, we are putting in place a new, flatter senior leadership structure with the right mix of roles to work together to deliver our corporate priorities. We have set an ambitious pace to become a high performing organisation that people are proud to work for. This programme will focus on attracting and developing colleagues who share our values and have the leadership qualities to help us on our transformation journey.

Decision:

To procure a supplier to:
•Refine our leadership framework to support recruitment, development and performance management.
•Provide confidential career coaching
•Design and deliver a recruitment campaign and executive search
•Design and deliver an assessment centre process that is underpinned by the leadership framework, to support the selection process
•Design and deliver a development centre for senior leaders
•Prepare a group profile report to help shape a joint leadership development programme

Alternative options considered:

The supplier for the senior leadership programme has been procured through competitive tender via the ESPO 664 Framework for a maximum potential value of £273,600 (including a variation for recruiting to further vacancies). Consideration was given to the council delivering this activity however it was deemed appropriate, given the nature and scale of the requirement, that capacity and expertise be commissioned, this was done via a compliant route to market.
