The appetite to trial this solution is born of a recognition of the significant officer resource, across the organisation in independently commissioning a range of learning and development courses and programmes under different mechanisms. The aim is to consolidate this activity and associated contracts.

A managed service provision will provide a complete solution in relation to the Council’s training requirements. This service is being implemented as a trial for one year to determine whether the service fulfils the requirements of the council.
The Council will be awarding a contract via a direct award approach under ESPO framework 383 for Managed Training Services.

Extensive market engagement was undertaken to understand what the market could offer in relation to the service required, along with consideration of alternative procurement routes. It was felt that a managed service provision via a framework would best meet the Council’s needs
