Purpose:

The Council funds a diverse number of services that support people to remain independent in their own homes, maximise their incomes, reduce social isolation, manage their day to day lives and help them keep well and sustain recovery. The Council proposed to take the Adult Care Better Lives approach based on the Council`s 3 Tier Model to purchase `help when you need it` support. The Adults Social Care Strategic Plan 2016-2020 is to ensure people can get the right help at the right time to promote independence and to prevent, reduce or delay the need for long-term support.
On the 18th June 2019 Cabinet approved the following in relation to the Better Lives Programme: "Help when people need it":
Cabinet delegated authority to the Director of Adult Social Care (in consultation with the Cabinet members for Adult Social care and Housing), to take all steps to procure and award contracts for Tier 2 support services in line with the commissioning plan, to the approximate value of £4,491,291 per annum for 3 years (with option to extend up to a further 3 years).
The award of these contracts will support the council’s aims and aspirations.

Decision:

To award Tier 2 support services contracts in line with the commissioning plan to the successful tenderer(s) for each lot for a period of 3 years with the option to extend up to a further 3 years as follows:
Lot 1: Brunelcare
Lot 2a-2b:Second Step, St Mungo Community HA
Lot 2c:Next Link Domestic Abuse Project
Lot 3:Brigstowe Project
Lot 4a-4f:Key Ring Living Support Network, S.I.L.S, Supported Independence
Lot 5:Rethink

Alternative options considered:

There are no other contracts in place for adult social care which meet the needs described above.
