Purpose:
On7th May 2019 ‘ Cabinet delegated
authority to the Executive Director of People in consultation with
the Executive Director of Growth and Regeneration, to take all
necessary steps to procure and deliver (a) the refurbishment of the
Former Sea Mills Children Centre, and (b) operation of the Centre
and the delivery of all associated services.’
Decision:
Enter into a contract with Kier Ltd via the
SCAPE Minor Works Framework, to refurbish the Former Sea Mills
Children Centre to provide assisted Independent Living
Accommodation’ for social rent for young adults who have a
range of complex care needs.
Alternative options considered:
Option 1 - The option to procure a
construction contractor directly was considered and rejected as
this would add considerable time to the programme and it was
advantageous to have the contractors input from an early stage in
the design process to inform buildability. BCC’s
Commissioning and Procurement Group considered the options and
approved the use of SCAPE Minor Works as best suited option to
achieving project objectives.
