Roofing Works at Barton House

Purpose:
The current roof covering is well past the end
of its serviceable life and has been subject to numerous repairs of
varying extents over the past 6 years. During this time there have
been significant and repeated leaks at this block. A condition
survey was undertaken highlighting numerous issues causing ponding
and excessive water ingress, resulting in failure of the existing
roofing system. Due to the amount of repairs, and issues it would
be impractical to undertake any further repairs. The complete roof
system will need to be stripped back to the concrete slab and a new
insulated roof system installed. These works are considered
essential and of an urgent priority. Currently all seven flats on
the top floor are suffering with varying degrees of water
penetration. Three flats have housing condition (disrepair) claims.
All flats are currently occupied; however Housing Services are in
the middle of negotiating settlements with those flats which are
subject to disrepair claims. Part of those negotiations is an
option to move on a permanent basis.
Decision:
To award a contract to the successful tenderer
to carry out roofing works at Barton House in the Barton Hill area
of Bristol. The Council has run a compliant tender process. The
intention is to award the contract to the successful tenderer. The
contract period is 8 months.
Alternative options considered:
The Major Projects Team have sought to engage
with suppliers regarding a different methodology via a revised
scope of works (essentially the works would be undertaken in
stages, without scaffolding
