New Service Charges for New Housing Revenue Account (HRA) Housing Developments

Purpose:
•The HRA needs to recover the actual
costs for services it is providing at each of its developments in
order to be able to:
-deliver those services efficiently and effectively.
-keep blocks and estates in good condition.
-to help ensure long-term viability of HRA finances.
•The approved HRA Budget and Business Plan 2022-23 authorised
the Executive Director of Growth and Regeneration, in consultation
with the Cabinet Member for Housing Delivery and Homes, to set
service charges in line with the anticipated and actual cost of
delivery. This subsequent Officer Executive Decision is intended to
give transparency on the likely new charges that could apply at new
HRA developments.
Decision:
At all new developments delivered from 1st
August 2022 onwards, the HRA will be recovering the costs of a
fuller range of service chargeable services from its shared owners,
leaseholders, and tenants. Those charges will be based on actual
costs expected/incurred at each specific development.
