In order to remediate and enabling Temple
Island site for future development, Bristol City Council have
undergone an open tender procurement process to procure a Principal
Contractor to undertake the remediation, fill, utilities and
district heating works packages. The Award Report details the
tender evaluation and moderation process, and how the final award
to Sanctus Ltd was decided.
The tender was evaluated according to the published Award Criteria
and completed in two stages. Evaluators were required to score bids
individually. After completing the quality and social value scoring
and adding this to price weighting, the most economically
advantageous tender received was from Sanctus Ltd.
To Award the works contract for the Temple
Island Enabling Works (remediation, fill, utilities and district
heating) to Sanctus Ltd.
Option 1 - Using a Framework: There are no
available frameworks which cover Ground Remediation and the other
requirements such as Structural Fill and Utility Enabling
Works.
Option 2 - Other bidders: Eleven bids were received from twelve
suppliers (two were in a consortium together). Following completion
of Evaluation Stage 1 - Selection Criteria (PAS91), three suppliers
failed to meet the requirements and did not go through to the stage
2. At stage 2 the remaining seven tenders were evaluated according
to the published stage 2 Award Criteria. Six were discounted as
they received a lower score than the highest score from Sanctus
Ltd.
Option 3 - Not completing the works: These packages of Enabling
Works are required to be undertaken under the Development Agreement
with Legal
