Purpose:

Annually all local authorities in England are allocated a Disabled Facilities Grant budget through the Better Care Fund. The purpose of which is to allow Housing Authorities to meet their statutory duties as set out in the Housing Construction and Generation Act 1996 (as amended) to administer Disabled Facilities Grants to eligible citizens as detailed in the legislation. In addition, the Regulatory Reform Order 2002 which allows local authorities to make local decisions on some expenditure and this is set out in the published Financial Assistance Policy as requested in the legislation.
Delegated approval was given at Cabinet on 23 January 2024 (Housing Revenue Account (HRA) Budget Proposals 2024/25) to accept funding of £3,848,548 allocated in April 2024.
In January 2025 officers were advised we are being allocated a further £529,560 for the financial year 2024/25.

Decision:

Approval to accept the additional funding of £529,560 to be administered as Disabled Facilities Grants.

Alternative options considered:

Option 1 - No other options have been considered. The only option could be to reject the funding which would be highly unusual and disadvantageous for Citizens of Bristol applying for Disabled Facilities Grants.
