Damp and Mould Works for Residential Properties

Purpose:
Repairs and Maintenance require contractor
support to assist with the cleaning and treatment of Damp and Mould
in the Bristol City Council (BCC) Housing stock. There is not
currently a dedicated contract route for this, and existing supply
routes are limited in capacity.
This will allow the team to better meet obligations as laid out
under the Regulatory Standards for Landlords, including the new
requirements as part of the Consumer Standards as updated in 2024
and upcoming requirements due to come live in October 2025 as part
of the Social Housing (Regulation) Act 2023.
Decision:
Decision is to direct award to Orbis Protect
Ltd using an existing Framework Agreement, Procurement for Housings
Responsive Repairs and Void Property Services Framework under Lot 4
– Property Cleaning and Clearing Services. Orbis Protect Ltd
are rank 1 on the above framework and were consulted in their
ability to deliver the level of service required by BCC. Orbis
Protect Ltd have tendered to undertake works based on the National
Housing Federation Schedule of Rates at a 0% adjustment,
representing value for money for the service and a sustainable
model for the supplier.
Alternative options considered:
Option 1 - The alternative option of an open
competition run by BCC directly was considered and rejected due to
the timeline required for support to mobilise. The option of
undertaking the work internally was also considered, but BCC would
not be able to undertake the recruitment required in the available
timeframe.
