Purpose:

The Cabinet decision made in 2018 gave officers delegated authority to accept the funding award of up to £2m. It is necessary to take this decision, noted above, as the forecast spend through to the additional Cabinet approval exceeds that delegated authority by £476k.

Decision:

•In March 2018 Cabinet authorised the receipt and spending of up to £2m grant funding from JAQU (the Joint Air Quality Unit) for the Clean Air Zone Feasibility Study. Due to the additional work required by Central Government before approval of a final scheme can be granted, the project forecast now exceeds this. Additional funding is therefore required to continue developing the Full Business Case, due for submission in September 2020. JAQU have confirmed the provision of additional funding, however, pending further approval being sought at the next Cabinet on the 9th April 2020, it is necessary to make this decision to cover funding up to that point.
•This will take the total spend to date up to £2.5m. The additional spend not covered by the Cabinet approval is estimated as £476,000, and the Executive Director of Resources – Head of Paid Service has delegated authority to approve this. The decision is to approve both the receipt of these funds from JAQU and the spend up to the next Cabinet approval.
•The Cabinet report will then include a request for additional spend to take the project through to the completion of the Full Business Case and also to begin implementation of the medium zone which will be a further £12m.
