Purpose:

BCC are actively installing heat networks across the city in order to support the Mayor’s commitment for Bristol to be a carbon neutral city by 2030 and to reduce fuel poverty. A tender exercise was carried out to appoint a suitably qualified and heat network/energy centre experienced contractor to support the development of Energy Centres to provide low carbon heat to the Bristol Heat Network.

Decision:

Approval for the award of a contract to ECO50 to provide commercial contract support for the design and build of Energy Centres in Bristol. The second part of the award is to provide technical support for the development and coordination of handover of infrastructure to ensure effective and efficient operation.

Alternative options considered:

Option 1 - Options for suitably qualified and experienced individuals within BCC were considered but there was no availability. Managing the contracts within the existing team was also considered but Legal advice was to appoint a contractor with suitable experience to ensure best value for BCC.
