Election of Chair

To elect a Chair for the Public Rights of Way and Greens Committee for the remainder of the municipal year 2019-20.

Minutes:

Members were advised that the Committee needed to elect a Chair for the remainder of the municipal year due to the death of the previous Chair, Councillor Mike Langley.

 

The Committee paid tribute to Councillor Langley and recognised the significant contribution he made to the Public Rights of Way and Greens Committee.

 

It was moved by Councillor Don Alexander, seconded by Councillor Tony Carey and;

 

RESOLVED – that Councillor Jon Wellington be elected Chair of the Public Rights of Way Sub-Committee for 2019-2020.

The Chair drew attention to the safety information.

Apologies for Absence and Substitutions

Minutes:

Apologies for absence were received from Councillor Gill Kirk.

Declarations of Interest

To note any declarations of interest from the Councillors.  They are asked to indicate the relevant agenda item, the nature of the interest and in particular whether it is a disclosable pecuniary interest.

 

Any declarations of interest made at the meeting which is not on the register of interests should be notified to the Monitoring Officer for inclusion.

 

Minutes:

Councillor Don Alexander declared a non-pecuniary interest in agenda item 13 in relation to the claim for a footpath at Penpole Lane, as he had referred the application.

To agree the minutes of the previous meeting as a correct record.

Minutes:

RESOLVED – that the minutes of the meeting of 14th October 2019 be confirmed as a correct record and signed by the Chair.

Public Rights of Way Legal Update pdf icon PDF 102 KB

Minutes:

The Network Operations Manager gave an update on current claims and applications.  He confirmed that the next claim was Argyle Place and it was anticipated that this would be brought before the Committee in April.

 

Following comments raised by Members, it was;

 

Members noted that the training scheduled to take place after the meeting had been postponed and asked if it could be rearranged.  It was agreed that if there was an application that required determining at the next meeting on 6 April, the training would take place immediately before the start of the meeting to allow the new Members to be trained before taking a decision.  In the event of the meeting being cancelled, the training would take place in the new municipal year.

 

In response to a question from Councillor Alexander, the Highways Network Officer undertook to contact him after the meeting about viewing the Definitive Map.

 

RESOLVED

 

(1)   that the report be noted;

(2)   that the Public Rights of Way and Greens Training be organised to take place before the start of the next meeting at 12.30pm on Monday 6th April 2020 and in the event of there being no items of business at that meeting, the training be rescheduled to take place in the new municipal year.
