Election of Chair


Councillor Graham Morris moved, seconded by Councillor Harriet Clough and upon being put to the vote, it was


RESOLVED (unanimously) – that Councillor Tim Kent be elected Chair of the meeting.

The Chair welcomed all parties to the meeting.

The Committee noted that a sum of £29,709.80 remained within the budget and must be allocated or spent by 22nd February 2018.


Hengrove Community Centre


The Committee noted the following potential costs of works at community buildings at Hengrove Community Centre following an enquiry made by Councillor Barry Clark to Britannia Windows as follows:


To change the 6 x windows  within  the annex for new 'A' rated casement units complete with multipoint locking system. (1side opener per window.)  £3400.00

Including VAT/Fitting.


To change the 3 x windows within  the main building again for our 'A' rated casement units. (All windows fixed panes.) £1450.00 including VAT/Fitting.


To potentially fit new window  board to all windows.  £2230.00 including VAT/Fitting.


To change the front door for a new French door complete with double fire bars, low threshold and midrail/letterbox. £1759.00 Including VAT/Fitting.


which individually would all add up to: £8839.00 or if you did all the work at the same time the price would be: £6890.00 inc VAT/Fitting.


It was noted that the current availability of expenditure for Section 106 funding for specific provision for Hengrove Community Centre or similar facilities to the community was £6732.88. Whilst Councillors noted that requests for funding had been received for Petherton Road Christ Church, Hengrove and Petherton Road Scout Group, these did not meet the criteria for funding.


It was noted that Councillor Barry Clark and Councillor Steve Jones had indicated their support for the proposed funding for the Hengrove Community Centre proposal.


Councillor Graham Morris moved, seconded by Councillor Harriet Clough and, upon being put to the vote, it was


RESOLVED (unanimously) that appropriate funds be allocated to provide replacement windows, blinds and associated cosmetic works at Hengrove Community Centre and authority be delegated to the property partner (John Bos) to vary this as appropriate in consultation with local Councillors.






Mowbray Park


The Committee noted the following potential costs provided by officers for replacement equipment for Mowbray Park, Mowbray Road:


Rotator (pedal roundabout)- This requires replacing as it’s not working properly and would cost around £9,000


Spiders Web (Net and climbing wall) - a 4.0m high space/activity net, with safety surfacing and associated materials = £14 – £18,000


Basket Swing – a 2.4m high frame with a basket swing, with safety surface and associated materials - £6 – £9,000


Cone climber - The Assets Team would not want to have this product installed due to lots of maintenance concerns and issues


Balance beams – Replaced with Steel Trial items up to £6,000


Renew logs – The Assets Team would like these removed and not replaced, due to needing to be continuing inspected and not lasting long enough


Extend fenced area towards the vehicle access gate – Asset team would like to replace the entire wooden fencing, as this is slowly rotting away, with metal play fencing, currently would cost around £16,000, to create a larger dog free area would cost up to £20,000.
