The Chair, welcomed those present and noted apologies from Cllr Guy Poultney.

Any statements must be received by 12.00 noon the working day prior to the Meeting on Friday 5th November.

 

Any questions must be received by 5pm three working days prior to the meeting on Tuesday 2nd November 2021.

 

Both must relate to a matter for which the Committee has responsibility.

The Community Resources Manager presented the report and drew attention to the following:

 

a.      The Community Infrastructure Levy (CIL) available to the Area Committee totalled £57,093.33.

b.      The Section 106 (S106) available to the Area Committee totalled £36,736.67

c.       The following projects were invited to submit stage 2 full proposals:

d.      An outline was provided to committee on the proposals detailed in the table above.

e.      In response to questions from Councillors the CRM clarified that:

                                i.            The schedule at Appendix 1 titled ‘Devolved S106 monies held at 30 September 2021’ included a column heading ‘time limit’; an explanation was sought on the position with funding on projects with dates given for spend in 2017 and 2018; reassurance was given that the time limit was for allocation of funds to a project, not delivery of the project.

                               ii.            Cllr Weston asked for information about 10/00101/ 148 to 156 Gloucester Road, Bishopston: it was still listed even though it had been allocated in October 2012.

                             iii.            Action: Community Resources Manager to explore why this money was not drawn down and if the project had been delivered.  To let Chair and councillors know if it could be unallocated.

                             iv.            A query raised about what maintenance arrangements are in place for Maskelyne Avenue equipment. 

                               v.            Action: Community Resources Manager to explore and report back.

f.        The recommendations were moved, seconded and following a vote it was:

 

 

 

RESOLVED that the Committee:

 

        i.            Noted the proposed update of progress on previously approve projects

       ii.            Noted the CIL and S106 monies available as of the 20th September 2021

     iii.            Noted the Public Sector Equality Duty in decision making

     iv.            Agreed the following allocation from CIL fund totalling £39,433.64 leaving the balance of £17,659.69.

       v.            Agreed the following allocation from s106 totalling £15,566.36 leaving the balance of £21,170.31.
