The Chair welcomed all parties to the meeting and explained the emergency evacuation procedure.

Apologies for absence were received from Councillors Kye Dudd, Philippa Hulme, Guy Poultney and Chris Windows.

To receive any Declarations of Interest from Members of Council that are relevant to any items on the Agenda.

There were no Declarations of Interest.

To agree that Minutes of the previous Meeting are a correct record for signature by the Chair.

RESOLVED – that the minutes of the meeting held on 19^th July 2022 be confirmed as a correct record and signed by the Chair.

Members of the public may make written statements, petitions and questions to the Committee. These should be sent to democratic.services@bristol.gov.uk or Bristol City Council, Democratic Services Section, City Hall, 3^rd Floor Deanery Wing, College Green, P O Box 3176, Bristol, BS3 9FS.

Any statements or petitions must be received by 12.00 noon the working day prior to the Meeting (in this case 12pm on Friday 4^th November 2022) and must relate to a matter for which the Committee has responsibility.

Any questions must be received by 5pm on Tuesday 1^st November 2022 and also must relate to an area for which the Committee has responsibility.

There were no Public Forum items.

KeithHoughton introducedthis reportand madethe followingcomments:

·       Updates onthe latestsituation wereprovided every6 monthswith thenext scheduledto be received in February 2023

·       The SomervilleRoad schemewas notincluded inthe proposalsince ithad notbeen approvedby Area Committee 4 and they would be providing the bulk of the funding

·       More CILwas now availableto theArea Committee as an extra £2,965.60 was received during October 2022, which makes the CIL available to the AC £44,278.42

·       If theCommittee agreedto un-allocatethe 2018CIL allocation of £5,357.00 for Bishopston/Ashley Down tree planting, which is unlikely to be delivered,they wouldhave £49,635.42 available

·       Since therewas adearth ofavailable treeplanting places,the Committeemight considerwhether to un-allocate the proposed tree planting for now

In response to members’ questions, he confirmed that if all proposedfunding requests were agreed, the total CIL commitment would amountto £69,989. Healso confirmedthat thecost of

£75,000 forthe Beyond Basketball court upgrade in Doncaster Road parkwould onlycomprise the £25,000that hadbeen requestedand thereforethe remaining £50,000 was likely to be met by fund raising. The Committee also noted that they would receive a great deal of CIL funding from the Arena.

KeithChant pointedout tothe Committeethat theParks Teamdid notsupport theproposed fundingfor additional seating at Embleton Road playground sincethere remainedan uncertainty whether the park site might be developed for housing as part of the Glencoyne Square development. As a result, the parks team took a precautionary principle and did not support it. It was, however, open to the Committee to approve the scheme but defer implementation pending clarity on this matter.

Committeemembers madethe following comments:

·       There wasstrong localsupport forthe playareas includingEmbleton Road

·       It would not be a problem to support this scheme since it would only result in a £13,064.58 overspendand otherschemes werealso subjectto matchfunding, suchas thebasketball match funding

·       The Community Resources Manager informed the Committee that some of the sports projects have been shared with the Sports and Physical Activities team in Communities and Public Health. They will be considering them for potential match funding from their Section 106 monies. The CR Manager will inform AC members when they’ve made their decisions.

Councillor MarkWeston proposed,seconded byCouncillor TomRenhard andupon beingput tothe vote, itwas RESOLVED(unanimously ofthose present)– “thatthe recommendationscontained inthe report for CIL and S106 allocations be approved, with a caveat that this is subject to waiting for a decision on the future of Embleton Play Area scheme in a few months time.  This overspend can be comfortably covered by the anticipated increase in CIL income.”
