Any statements must be received by 12.00 noon the working day prior to the Meeting and must relate to a matter for which the Committee has responsilbility.

 

Minutes:

Members of the Committee received Public Forum Statements in advance of the meeting.

The Statements were heard before the item they related to and were taken fully into consideration by the Committee prior to reaching a decision.

·         Statement about Highways delivery of schemes Partnerships and in particular a risk of failing to spend two date-limited S106 contributions available to the Area Committee because they didn’t fit BCC Transport’s offered list of schemes is addressed at Item X

·         Statement about community involvement in identifying priorities for CIL/S106 spend needing to improve and contributing to design of new process was noted for action by the Community Resources Manager and the review process at Item   

·         The other issue raised about accuracy of CIL commitments within the papers will be taken up and responded to by the Community Resources Manager                       Action: Keith H

The Committee is asked:

 

1. Note the Area Committee Terms of Reference (Item 2, Appendix 1)

2. Note the projects invited to submit Stage 2 full Proposals and those not invited or not able to proceed (Item 3)

3. Note the CIL and S106 monies available at 31st July 2018 and the option of pre-committing future CIL receipts to support the proposals in this paper (Item 4)

4. To consider the approval of funding for the Proposals submitted for consideration, including any conditions which they may wish to attach (Item 5)

5. To consider the to-be-tabled update on the availability of 2 S106 contributions (12/01237 / Glos County Cricket Club, Nevil Road, Bishopston: £15,767.35 and 12/01237 / Glos County Cricket Club, Nevil Road, Bishopston: £21,023.13) and, if they are available to the AC, to agree a course of action to make use of them (Item 6)

6. To agree how to take forward priorities not coming for decision this meeting (Item 7)

7. To note the Review being set up to review 2018 CIL/S106 process and inform 2019 process (Item 8)

8. To note the legal information concerning the Public Sector Equality duty in reaching all its decisions (Item 9)

To consider the approval of funding for the Proposals submitted for consideration, including any conditions which they may wish to attach

 

Councillor Weston proposed an amendment to use the S106 funding from Henbury & Brentry to plant 9 new trees along Knole Lane, not to replace the trees at the street venues identified in the Tree Forum mapping. It’s because there’s been a long-standing aspiration from NP days to have an avenue of trees along Knole Lane both for aesthetic purposes and to discourage verge parking. He confirmed that the details of the planting would be agreed with the Tree Officer. This amendment was seconded and agreed.

 

To consider the to-be-tabled update on the availability of 2 S106 contributions (12/01237 / Glos County Cricket Club, Nevil Road, Bishopston: £15,767.35 and 12/01237 / Glos County Cricket Club, Nevil Road, Bishopston: £21,023.13)

 

The Community Resources Manager provided an update on this issue and noted that the S 106 contributions expire on 12th December 2018 and that this item was therefore tabled as urgent and accepted as such because of the risk of losing the funding.

Councillor Brooks moved the following:

a.      12/01237 / Glos County Cricket Club, Nevil Road, Bishopston (£15,767.35) The provision of improvements to junction safety within 1 kilometre of the development:

Introduction and modification of waiting restrictions and introduction of a disabled persons parking space around the cricket ground.

b.      12/01237 / Glos County Cricket Club, Nevil Road, Bishopston (£21,023.13) The provision of improvements to pedestrian facilities in the vicinity of the development:

 

The proposal for the signs, lines and bollards to spend the £21k is to use the money for as much of the following as possible:

- Install bollards on the junctions of Ashley Down Rd & Arthur Milton St and Ashley Down Rd & College Rd

- Flashing school road signs on Ashley Down Rd near College Rd and Arthur Milton St (one facing each way on Ashley Down Rd)

- A sign at the junction of Ashley Down Rd and Arthur Milton St advising of no vehicular access to Brunel Field School or GCCC

- A sign at the junction of College Rd and Arthur Milton St advising that this is the proper vehicular access to Brunel Field School

- Moving the two signs currently at the junction of Kennington Ave and Ashley Down Rd which point to GCCC to the junction of College Rd and Ashley Down Rd

- Removal of the sign at the junction of Nevil Rd and Gloucester Road (northbound) pointing to GCCC
