Report of Keith Houghton Community Resources Manager, Neighbourhoods & Communities Service

 

The report recommends:

·       election of Chair  

·       funding decisions on submitted Proposals for CIL and S106 funding ;

·       decision on how the AC wants to manage outline proposal ideas submitted at Stage 1 for future consideration

The Community Resources Manager introduced the report and summarised it for everyone.

 

He apologised and explained that in relation to Proposal 4 – Horfield Common Perimeter Protection - the wrong Outline had unfortunately been sent to Parks (for a path rather than the perimeter fence) and it was not possible to secure a new proposal in time for consideration at this Meeting. It was therefore agreed that a decision on this item be deferred until the next Meeting of the Committee.

 

 

Referring to CIL and S106 funded projects agreed at the 2018 Area Committee Meeting, Members expressed concerns about the lack of progress of some schemes. It was explained that this was due to various staffing problems and that these problems were being resolved.

 

Councillor Weston moved the following Motion:

 

“Proposal No. 1 – Anti graffiti protective barrier in 3 Wards – that the requested amount of £11,400 be agreed;

 

Proposal No. 2 – 1st Bristol Muslim Scout Group hut improvements – that the requested amount of £4,500 be agreed;

 

Proposal No. 3 – Trim Trail for Okebourne Open Space – that the requested amount of £20,040.56 be agreed;

 

Proposal No. 5 – Pavement Pencil Bollards, St Teresa’s School – that the requested amount of £5,000 be agreed;

 

Proposal No. 8 – Bristol Tree Forum, S106 – that the requested amount of £8,847.55 be agreed; that the additional request for £833.54 be agreed.

 

Proposal No. 4 – Horfield Common Perimeter Protection – that a decision on this proposal be deferred until the next Meeting of the Area Committee;

 

Proposal No. 6 – Cranbrook Road safe crossing – that that the scheme had been agreed in principle but that a decision be deferred until the next Meeting of the Area Committee pending further investigation and further information being provided by Transport;

 

Proposal No. 7 – Team Southmead, Bus Shelters on Greystoke Avenue – that the scheme was agreed in principle in the hope that it would be funded centrally with the proviso that the CIL funding could be diverted to the Cranbrook Road scheme but that a decision be deferred until the next Meeting of the Area Committee pending further investigation on alternative sources of funding from bus shelter replacement programmes within BCC and further information being provided.

 

and

 

Proposal No. 9 – Bristol Tree Forum, CIL – that a decision on this proposal be deferred until the next Meeting of the Area Committee.”

 

This Motion was seconded by Councillor Hiscott and on being put to the Vote the following funding was approved:
