Bristol Business Improvement District proposed by Visit West pdf icon PDF 464 KB

This report is to provide information on the proposed Bristol Business Improvement District (BID); to seek delegated authority on a number of BID related matters; and to note the position of the council as a levy payer and delegate the voting responsibility to the Chief Executive.

That the Committee for Economy & Skills:

 

1.      Noted that Economic Development and Business Rates have considered the BID proposal and ensured that it does not conflict with any formal policy adopted by the council, checked the financial arrangements and ensured that the levy rules are fair and deliverable, in accordance with the Business Improvement Districts England Regulations 2004 (“the BID regulations”).

2.      Authorised the formal management of the ballot process in accordance with the BID regulations.

3.      Endorsed council support for the proposal.

4.      Authorised the Chief Executive, in consultation with the Chair and Vice-Chair, to exercise voting rights on behalf of the council in the BID ballot.

5.      That subject to a “yes” vote at BID ballot:

a.      noted that the council will be the billing authority and will manage the billing, collection of the levy and financial contributions, and its transfer to Visit West;

b.      noted the council meet the council’s obligations in paying the BID levy, as a non–domestic ratepayer in the BID, in accordance with the BID regulations over the life of the BIDs;

c.       authorised the council entering into an Operating Agreement with Visit West.

Bristol Temple Quarter Update pdf icon PDF 173 KB

  1. This report updates members of the Economy and Skills Committee on the work of the BTQ LLP during 2024/25. The report provides background to the project, details of some of the progress and highlights achieved in the first year of BTQ LLP.
  2. The report provides information on the master-planning process for the St Philip’s Marsh area of Bristol Temple Quarter, and the emerging engagement plan for this work.
  3. To delegate authority to the Executive Director Growth and Regeneration to establish if terms can be agreed with BTQ LLP to incorporate the site within BTQ. If an agreement can be reached, approval is sought to put an option agreement on Redcliffe Wharf in favour of the BTQ LLP.

That the Committee for Economy and Skills:

 

1.      Noted the update of the BTQ LLP outlined in the report.

2.      Noted the Executive Director Growth and Regeneration has taken all necessary steps to terminate the Agreement for Lease and recover possession of Redcliffe Wharf site and return the £516,000 Brownfield Land Release Fund.

3.      Authorised the Executive Director Growth and Regeneration in consultation with the Director of Finance to agree the terms for, and thereafter conclude, option agreements (and associated documentation) with the BTQ LLP for Redcliffe Wharf (as identified at Appendix A3 subject to satisfaction of the best consideration test being met under section 123(1) Local Government Act 1972;
