The Clerk welcomed all to the meeting in the absence of an elected Chair.

Apologies

To note apologies for absence.

Minutes:

There were no apologies received prior to the meeting.

3.

Election of Chair

Minutes:

The Clerk asked for nominations for Chair of the meeting.

Councillor Stephen Williams was nominated as Chair.

This was seconded by Councillor John Goulandris.

This passed with unanimous votes.

 

Resolved: Councillor Stephen Williams was elected as Chair.

 

4.

To note the terms of reference approved at Full Council on 9th January 2024.

Minutes:

The Chair asked the committee if there were any questions or comments in relation to the terms of reference for the area committee. There were none.

 

The committee resolved to note the Terms of Reference.

 

5.

Declarations of interest

To note any declarations of interest from the Councillors. They are asked to indicate the relevant agenda item, the nature of the interest and in particular whether it is a disclosable pecuniary interest.

Any declaration of interest made at the meeting which is not on the register of interests should be notified to the Monitoring Officer for inclusion.

6.

Public Forum: Petitions, Statements and Questions

Up to 30 minutes is allowed for this item.

 

Members of the press and public who plan to attend a public meeting at City Hall

are advised that you will be required to sign in when you arrive and you will be

issued with a visitor pass which you will need to display at all times.

 

Public forum items may be submitted about matters that relate to items that are on the agenda for the meeting or any matter within the terms of reference of the Area Committee provided the deadlines are adhered to.

 

Further information can be found in the Public Information Sheet attached to this agenda or within the Area Committees Terms of Reference.

Please note that the following deadlines will apply in relation to this meeting:-

7.

Notification of Previous Decisions pdf icon PDF 83 KB

To note the previous decisions brought forward to the new area committee boundaries.

Minutes:

Ellie Stevens, Community Resources Manager, presented the report and highlighted the following:

a)      The section titled ‘notification of previous decisions’ is replacing approval of previous minutes due to restructuring of area committees. In future meetings committees will be asked to sign off minutes of the previous meeting.

b)      No decisions were made in the wards covered by this Area Committee during the previous funding round, as confirmed on the website.

 

The following highlighted from the discussion that arose:

 

c)      Outstanding Projects: Several unfulfilled projects and undelivered schemes identified.  Progress updates are published twice a year on the website.

d)      Unspent money: It was confirmed any funding remaining from previous years is now allocated to the correct areas, with any unspent funds from previous decisions to be returned to the new area committee based on where the original CIL or S106 contribution came from.

 

The committee resolved to note the report.

To consider the community resources update.

Minutes:

Ellie Stevens, Community Resources Manager, presented the report and highlighted the following:

a)      Figures and updates on funds are available online; £7,529.88 S106 funds specifically designated for tree planting.

The following points were raised from the discussion that followed:

 

a)      Clarifications: Unallocated funds were discussed, not those already allocated. CIL funding currently available for allocation approximately £43,000. Reports are published quarterly on the website detailing the CIL and S106 available to each committee, and any funds held which have already been allocated, but not yet drawn down/ spent.

b)      Updates and Notifications: Applications for CIL funding will open in January, with updates available on the website at that time. Tight timeframes for planning; community organisations should be informed of the January launch, though this is not yet public. It was mentioned that Community magazines require a three-week lead time for notifications.

 

The committee resolved to note the report.

9.

Tree Planting Proposals pdf icon PDF 749 KB

To consider and make decisions on tree planting proposals.

Minutes:

John Atkinson, Tree Officer, presented the report. He highlighted the following and stated that this was for decision.

a)      Tree Planting Budget: Funding available for planting six trees, not seven. Trees cost £1075.75 each due to grant funding and S106 classification, which includes maintenance costs with annual cost adjustments that are applied by the council.

b)      Tree Locations: Six locations identified, all within the Bishopston and Ashley Down Ward, within a mile of the development site (Pg. 19).

 

DECISION: Area Committee 2 considered the tree planting project proposals

submitted and approved full funding to deliver the project.
