Welcome and Introductions Minutes: The Democratic Services Officer welcomed members to the meeting and introductions were made.

Apologies To note apologies for absence. Minutes: Apologies for absence were received from Councillor Breckels.

Election of Chair Minutes: Councillor Finch was nominated and seconded, there being no further nominations it was:-
Resolved – That Councillor Finch be elected Chair.

To note the terms of reference approved at Full Council on 9th January 2024. Minutes: The Terms of Reference for Area Committees approved at Full Council on 9th January 2024 were noted. The following matters arose from discussion:-
1. The CRM reported that there were additional functions to the previous iteration of Area Committees. Further work was required on the detail of these new functions and proposals would be brought to the working Group of AC Chairs; 2. It was confirmed that some legacy schemes would come before the Committee at its next meeting and the Committee would also be able to suggest new areas for funding; 3. Any decision taken on funding would take place at a formal meeting which was public and minuted; 4. Members wished to have their Area Committee renamed so that it related to the area, which they hoped would promote greater public engagement. This would need to be discussed at the Chair’s Working Group.

Declarations of interest To note any declarations of interest from the Councillors. They are asked to indicate the relevant agenda item, the nature of the interest and in particular whether it is a disclosable pecuniary interest. Any declaration of interest made at the meeting which is not on the register of interests should be notified to the Monitoring Officer for inclusion.

Public Forum: Petitions, Statements and Questions Up to 30 minutes is allowed for this item.
Members of the press and public who plan to attend a public meeting at City Hall are advised that you will be required to sign in when you arrive and you will be issued with a visitor pass which you will need to display at all times.
Public forum items may be submitted about matters that relate to items that are on the agenda for the meeting or any matter within the terms of reference of the Area Committee provided the deadlines are adhered to.

Notification of Previous Decisions To note the previous decisions brought forward to the new area committee boundaries. Minutes: Members considered the decisions that had been taken in the previous Area Committee meetings in February 2024 which related to their Area, these were set out in the report for this meeting.
Resolved - That the decisions that had been taken in the previous Area Committee meetings in February 2024 which related to their Area be noted.

Community Resources Update To consider the community resources update. Minutes: The CRM reported that although there was no S106 funding for tree planting there were other ways of funding tree planting. The Tree Bristol Officer would be able to advise members and he also welcomed feedback regarding tree matters and suggestions for locations.
The CRM highlighted the link in paragraph C of the report which showed S106 and CIL monies available and was updated every 3 months. The report included allocated funding which has not yet been drawn down, as well as unallocated funding. It was possible for Area Committees to choose to over commit funding if it was known through forecasting that additional funding was to come into the area in the near future.
Resolved - That it be noted that there are no S106 funds available for allocation to tree planting.
