Minutes:

The NP was advised of the situation concerning the following issues:

 

(1)        Funding for all the approved Transformers Applications had been paid and feedback to unsuccessful applicants given.

(2)        Residents and Councillors had met with Cath Boutwood, the Senior Road Safety Engineer, to discuss concerns as to why the  original improvement schemes for the Shirehampton Road / Kingsweston Lane / Westbury Lane junction had been assessed as not being deliverable and to also discuss the potential new scheme. There had also been a discussion of this issue at the Sea Mills Neighbourhood Forum and at the Traffic and Transport sub-group in May.

(3)        The issue of the pedestrian crossing at Kingsweston Lane Roundabout / Long Cross would be considered at this NP meeting

(4)        The proposal to approve Plot M6 for the Section 106 at Kingweston Lane walking and cycling scheme was back for consideration at this meeting

(5)        The proposal to approve Valerian Close Section 106 to upgrade Shirehampton Green bus stops – Cllr Sergeant’s query about the option of using this funding for the bus stop on Shirehampton Road produced a negative opinion from Jim Cliffe – Shirehampton Green option is back for consideration at this meeting

(6)        The Working Group for the Avonmouth Wind Turbine monies had not yet taken place – proposal for consideration at this meeting

(7)        The Transition Workshop took place on 22nd April 2017

a.Improvement Scheme at Shirehampton Road/Kingsweston Lane/Westbury Lane junction

 

The NP was requested to note the updates on the Traffic and Transport meeting held on 2nd May 201 and in particular the NP Councillors to consider whether to ask the Highways team to deliver Scheme 9 at the Shirehampton/Kingsweston Road/Westbury Road junction or not.

Keith Houghton explained that, in the event that the NP did not wish to proceed with the scheme, the £25,000 approved from NP funds for a scheme there would be retained by BCC central funding.

 

Gil Osman commented that any pedestrian crossing at the site would be an improvement.

 

RESOLVED (unanimously) by the Neighbourhood Committee that the Highways team be requested to deliver Scheme 9 at the Shirehampton/Kingsweston Lane/Westbury Road junction.

b. Allocation of Plot M6 S106 of £16,879.82 to the LSTF cycling & walking scheme, Kingsweston Lane and scheme progress

 

The NP Councillors were requested to approve the recommendation to allocate Plot M6 S106 of £16,879.82 to the LSTF cycling and walking scheme, Kingsweston Lane

 

RESOLVED (unanimously) by the Neighbourhood Committee that, in respect of Plot M6 S106, £16,879.82, is allocated to the LSTF cycling and walking scheme, Kingsweston Lane.

 

c. Re-allocation of the Valerian Close S106, £14,856.72

 

The NP had previously discussed the possibility of using this funding to upgrade the bus stop on Shirehampton Road to improve  the safety of pupils travelling to Orchard School. However, it was noted that the Planning Obligations Manager had indicated that the distance of the Shirehampton Road bus stop from Valerian Close put this idea in conflict with the ‘in the immediate vicinity of the development’ provision in the S106 agreement.

 

NP members also noted that real time bus information did not always work properly.

The Neighbourhood Partnership Co-ordinator stated that he would raise this issue with the Passenger Transport Team and feedback through Facebook.

 

 

 

RESOLVED (unanimously) – that the re-allocation of the Valerian Close S106 of £14,856.72 be re-allocated to support the upgrading the bus stops on Shirehampton Green – installing real time information.

d. Funding the 2017/18 Local Traffic Scheme: Kingsweston Lane/Long Cross Pedestrian Crossings at Roundabout

 

RESOLVED (unanimously) by the Neighbourhood Committee that allocation be approved of the Rockingham Lane S106 of £21,286.53 and £8,713.47 of Community Infrastructure Levy (CIL) to fund £30,000 in total to deliver a pedestrian crossing provision at the junction of Kingsweston Lane/Long Cross to provide safer crossing routes to schools and general pedestrian use.

e. Iron Bridge, Kingsweston Update

 

NP members discussed the above bridge. It was noted that the Director of Transport had indicated that it was unlikely to be repaired by the end of the current financial year (end of March 2018) which was a cause for concern. Whilst it was a complicated process to resolve this issue, there was no safe crossing in the area.
