Business Activities Report

Minutes:

a.Improvement Scheme at Shirehampton Road/Kingsweston Lane/Westbury Lane junction

 

The NP was requested to note the updates on the Traffic and Transport meeting held on 2nd May 201 and in particular the NP Councillors to consider whether to ask the Highways team to deliver Scheme 9 at the Shirehampton/Kingsweston Road/Westbury Road junction or not.

Keith Houghton explained that, in the event that the NP did not wish to proceed with the scheme, the £25,000 approved from NP funds for a scheme there would be retained by BCC central funding.

 

Gil Osman commented that any pedestrian crossing at the site would be an improvement.

 

RESOLVED (unanimously) by the Neighbourhood Committee that the Highways team be requested to deliver Scheme 9 at the Shirehampton/Kingsweston Lane/Westbury Road junction.

b. Allocation of Plot M6 S106 of £16,879.82 to the LSTF cycling & walking scheme, Kingsweston Lane and scheme progress

 

The NP Councillors were requested to approve the recommendation to allocate Plot M6 S106 of £16,879.82 to the LSTF cycling and walking scheme, Kingsweston Lane

 

RESOLVED (unanimously) by the Neighbourhood Committee that, in respect of Plot M6 S106, £16,879.82, is allocated to the LSTF cycling and walking scheme, Kingsweston Lane.

 

c. Re-allocation of the Valerian Close S106, £14,856.72

 

The NP had previously discussed the possibility of using this funding to upgrade the bus stop on Shirehampton Road to improve  the safety of pupils travelling to Orchard School. However, it was noted that the Planning Obligations Manager had indicated that the distance of the Shirehampton Road bus stop from Valerian Close put this idea in conflict with the ‘in the immediate vicinity of the development’ provision in the S106 agreement.

 

NP members also noted that real time bus information did not always work properly.

The Neighbourhood Partnership Co-ordinator stated that he would raise this issue with the Passenger Transport Team and feedback through Facebook.

 

 

 

RESOLVED (unanimously) – that the re-allocation of the Valerian Close S106 of £14,856.72 be re-allocated to support the upgrading the bus stops on Shirehampton Green – installing real time information.

d. Funding the 2017/18 Local Traffic Scheme: Kingsweston Lane/Long Cross Pedestrian Crossings at Roundabout

 

RESOLVED (unanimously) by the Neighbourhood Committee that allocation be approved of the Rockingham Lane S106 of £21,286.53 and £8,713.47 of Community Infrastructure Levy (CIL) to fund £30,000 in total to deliver a pedestrian crossing provision at the junction of Kingsweston Lane/Long Cross to provide safer crossing routes to schools and general pedestrian use.

e. Iron Bridge, Kingsweston Update

 

NP members discussed the above bridge. It was noted that the Director of Transport had indicated that it was unlikely to be repaired by the end of the current financial year (end of March 2018) which was a cause for concern. Whilst it was a complicated process to resolve this issue, there was no safe crossing in the area. Members expressed the view that it would be more cost effective to repair this bridge rather than install a decent traffic system.

 

Following a Councillor’s suggestion that heritage funding might be available to support the bridge, members were advised that this would be considered since the Council regularly applies for heritage funding when it needs to. Councillor Sergeant indicated that she would be asking some questions concerning this issue at a future Full Council meeting.

 

A number of NP members suggested that all 4 villages involved write to the local Councillors to express their view that the Ironbridge should be repaired and, if possible, sign a petition. It was noted that if 3,500 signatures were obtained, this could then be discussed at a full Council meeting.

 

f. Kingsweston Road Speed Limit

 

NP members expressed concern that there had been a recent death on this road. However, it was noted that a Traffic Regulation Order to lower the speed limit from 60 to 40 mph is being worked on (and started prior to the recent fatal accident on this road). This will come out to formal consultation later this year.

 

 

 

 

g. Wind Turbine Fund

 

It was noted that no further work on this had taken place since the last meeting. It was, therefore, proposed to defer the issue pending a meeting to decide on how the currently available funding of £10,000 should be used.

 

The Neighbourhood Partnership officer confirmed that there were a number of options that had been proposed to  be considered by the working group , such as using the £10,000 for a fund raiser; using funding to support existing NP/Community Plan priorities; using £5,000 to support SCAF request to fund their staff member. He indicated that he had previously received a list of people who had agreed to sit on this proposed group and would write to them before the meeting to let him know of any suggestions that they had.

 

RESOLVED (8 for, 0 against) by the Neighbourhood Partnership that a group should meet in the next month to consider the existing proposals and how a final decision on the use of this funding should be reached within the emerging post-NP arrangements.

RESOLVED –

 

(a)   that the NP notes the progress around Play and parks and that the Environment Group proposes to continue in post- NP arrangements.

 

(b)   that the legal information in Item 4 re due regard to Public Sector Equality Duty Item 3 be noted.

 

(c)    that the latest Section 106 contributions and CIL contributions are noted.

h. "Your Neighbourhoods" Consultation

 

The Neighbourhood Partnership Officer stressed the importance of this consultation for all NP members. In particular, he emphasised that this would have broader impacts on neighbourhood facilities and encouraged everyone to take part in the consultation and also encouraged wider participation.

 

He provided details of forthcoming consultation events, including one at the Greenway in Doncaster Road on Thursday 29th June. Whilst people were requested to book, it was noted that if anyone wished to turn up on the day without pre-booking, they would not be turned away. It was noted that the Mayor and the relevant Executive Member, Councillor Asher Craig, would be in attendance at these meetings.

NP members commented that there were serious issues concerning the libraries consultation that needed to be addressed – namely that there were 3 options which appeared to be identical for this NP area and also the opinion of some that most of the outcomes of the previous consultation (including the consultation forums) had been ignored.

 

Councillors and the NP Co-ordinator pointed out that there was one Library option which retained Sea Mills Library – that all three library options affecting this NP area are, therefore, identical.

 

The NP Co-ordinator also focused the NP on the choices offered around the area options for future CIL decision-making as being important for this NP area’s potential access to CIL funds, dependent on which arrangement emerged from the consultation.

 

NP members were urged to attend these meetings and express their views.
