1. Cabinet noted the creation of an advisory group and reference group to create objectives for the scheme and shape its development.

2. Cabinet noted the intention to develop options for further consideration, including options not previously considered, with engagement from the Advisory Group and Reference Group taking into accounts the results of the engagement process.
