Transfer of land at Plot E2 Hengrove Bookends to Goram Homes and entering of a Development Agreement between Goram and HRA to deliver a mixed-use scheme comprising 53 affordable units and ground floor commercial.
23/01/2023 - Transfer of land at Plot E2 Hengrove Bookends to Goram Homes and entering of a Development Agreement between Goram and HRA to deliver a mixed-use scheme comprising 53 affordable units and ground floor commercial.
To agree the transfer of Plot E2, Hengrove
Bookends to Goram Homes and enter a golden brick Development
Agreement to deliver (to an agreed specification) and sell a
53-unit scheme to HRA in accordance with the planning consent (ref
21/02982/FB). The works to include all associated highway works and
is subject to a Stopping Up Order.
The transfer of Plot E2 is by way of a sale contract subject to
vacant possession with an option to buy the site back if Goram
Homes have not commenced development within 18 months of the
transfer. Goram will also be granted a licence over Plots E1 and E3
to use as compound areas and car parking during the construction
work. The transfer will be completed simultaneously on entering the
Development Agreement.
Cabinet Authority to dispose of the Bookend Plot to Goram Homes and
for HRA to acquire affordable units within Hengrove Park (including
Plot E2) is provided by 3 separate Cabinet Reports: -
•March 2021 Cabinet Report “Land Disposals to Goram
Homes to Support Housing Delivery” This approved a list of 12
council-owned sites (not including Hengrove Park) for transfer to
Goram Homes at a deferred capital receipt.
•January 2022 Cabinet Report “HRA Budget and Business
Plan 2022-23”. This gave authority for the HRA to acquire
affordable units in future phases of Hengrove Park (including the
Bookend Plots/ Plot E2) and identified the proposed delivery route
for the Bookend Plot as a developer led scheme.
•March 2022 Cabinet Report “Goram Homes – Pipeline
of Housing Delivery Sites” – This allocated a further
list of council-owned sites for disposal to Goram Homes, including
Hengrove Park (all future phases/ plots within the approved outline
consent and masterplan, which includes Plot E2).
