13/05/2022 - Lockleaze Estate Regeneration & Housing Delivery - Muller Road Phase 1 Contractor appointment ref: 1373 Recommendations Approved
Authorisation was given by Cabinet in 2018 and
2019 to the Executive Director to draw down and spend funding to
deliver the sustainable transport improvements and other
infrastructure required to enable housing delivery in Lockleaze.
This contract is for the design and delivery of traffic mitigation
measures for new affordable housing being constructed in Lockleaze.
The appointed contractor will undertake construction works in
relation to this which will commence in July 2022 and is planned to
finish by 31 March 2023.

10/05/2022 - Bristol Beacon Phase 3 - Project Management Office (PMO) Support ref: 1356 Recommendations Approved
As set out in the 9 March 2021 cabinet report
'Bristol Beacon Phase 2' the Bristol Beacon Transformation project
has faced significant challenges due to unforeseen issues with the
building structure and Covid-19. In order to secure completion of
the project, Cabinet approved an increase in budget from
£52.9m to £106.9m in March 2021. The project requires a
high quality, robust and rigorous approach to project and contract
management. This will be delivered under management of the Senior
Responsible Officer (SRO) by a Project Management Office (PMO) to
coordinate and manage all project actions including contract
management, supply chain management, stakeholder management and
monitoring and reporting functions.
The resource requirements have been clearly set out by the Project
Director and Head of Capital Projects. Arcadis the Council’s
Strategic Partner have provided a public procurement regulations
compliant proposal to provide these services that is acceptable to
cost, quality and time requirements. This decision will secure an
extension of the professional services needed to manage the project
after the Cabinet decision to practical completion.

A report was approved by Cabinet on the 5
April 2022 for the plans for the provision of services relating to
the Rough Sleeping Initiative (RSI) and Commissioning services from
2022 to 2025.
Recommendation 3 on the report requested that Cabinet,
‘Authorise the Executive Director, Growth and Regeneration to
award interim grant agreements to the three flexible floating
support services until 31st December 2022 up to the value of
£576,442.50’. 2022-23 is a transition year, as we are
seeking to extend current contracts and grant agreements until
tender processes have been undertaken and new contracts are in
place for funded services in the programme.
We currently know what the RSI funding is for Quarter 1 is, but are
waiting to find out what the RSI award will be form July 1st 2022
until March 2025. We will not formally know until after the May
local elections to avoid pre-election publicity. To give assurance
to funded organisations and provide service continuity for clients
we need to put in place grant agreements with funded organisations
for Quarter 1 with the option to vary and extend these grant
funding arrangements from July 1st to 31st December until a new
Higher Floating Support Service can be tendered and awarded.
