22/04/2019 - Contract Extension for Fibre ref: 518    Recommendations Approved

The current procurement is in process but has been delayed due to the complexity of requirements with the CCTV and the wider network and the growing importance of fibre and interdependencies across the council and the city, more time has been needed than anticipated to resource and write the requirements. The procurement is not expected to conclude until end of December 2019 and time may be needed for on-boarding any new supplier.

Decision:

There is a need to extend the existing contract for Fibre with Select Electrics Ltd by up to 12 months in increments of 6 months plus 3 months plus 3 months, which would provide 12 months to end July 2020. This will allow for current OJEU procurement process to run and on-boarding/implementation period. This extension has a value increase of £400K, which is 10% of the contract value of £4 Million.

10/04/2019 - Structural refurbishment works to Bath Old Bridge ref: 515    Recommendations Approved

Works has already commenced on this Project using DFT challenge funding awarded in 2018/19. The works is currently on site and the allocated funding of £166k is now fully committed. The intention of the use of this allocated funding was to commence the works in 2018/19. The intention is the continuation of the structural refurbishment works using Capital funding from the Transportation Capital Budget allocated in 2019/20.

05/04/2019 - Capital Funds Approval – Small Works Order, Footways ref: 512    Recommendations Approved

The capital funds are for essential road repair works to enable BCC to meet its statutory under s41 of the Highways Act. Works are identified through statutory inspections and reports from the public which are not an immediate (category one) defect but will likely deteriorate to become dangerous. These defects can be batched together to form a small works order. This is an essential process to enable Transport Service to meet revenue savings targets.

05/04/2019 - Approval to carry out Carriageway Maintenance – Surface Dressing ref: 511    Recommendations Approved

Surface Dressing is a preventative maintenance process which is used to protect a road against environmental damage and also helps to restore skid resistance. It is proven to provide an economic solution to maintaining a road network.
The National Design Guide for Surface Dressing states that the process must be carried out between April and September for our locality, as certain conditions which include road temperature and humidity are essential. As only a handful of National Contractors are available to carry out this work, each local authority is required to slot in with a national programme.
Prior to the work being carried out, the team will spend much of the previous year arranging for foundation repairs to be carried out ahead of the surfacing. Our contractor has programmed the work to start on 15th April 2019.

05/04/2019 - Approval to carry out Footway Maintenance – Slurry Seal ref: 510    Recommendations Approved

Slurry Seal is a preventative maintenance process which is used to protect a footway against environmental damage and also helps to level minor surface irregularities. It is proven to provide an economic solution to maintaining a road network.
The process must be carried out between March and October, as certain temperatures and dry conditions are essential. It will take most of the season to carry out this hand applied process in order to complete the programme
