16/07/2019 - Heat Network Integrated Studies ref: 649 Recommendations Approved
BCC are actively installing heat networks
across the city in order to support the Mayor’s commitment
for Bristol to be a carbon neutral city by 2030 and to reduce fuel
poverty. There are a number of existing networks and many areas
identified in the heat priority area, which require work. A direct
award was taken in to order to provide value for money and due to
tight timescales owing to the progression of further heat networks
in the city and the need to ensure pipe sizing currently in design
was appropriate for wider networks. As such direct award was
awarded to the supplier who had carried out the previous work

22/07/2019 - Bristol Schools Private Finance Initiative (PFI) Phase 1A Contract: Deed of Variation (Multi Deed) for school transfers to academy trusts ref: 609 Recommendations Approved
Under the Vires of the contract approved by
Cabinet Decision on 9th March 2004 which identifies the Director of
Finance (Chief Financial Officer) as the duly authorised officer of
the Authority empowered to execute, deliver and issue certificates
pursuant to the Local governments (Contracts) Act 1997.
Both Bedminster Down and Henbury schools are transferring from a
single academy trust to Multi-Academy Trusts:
?- Bedminster Down to Wellsway (actual transfer date 1 Dec. 2018);
and
? - Henbury to the Greenshaw Learning Trust (proposed transfer date
1st September 2019.
The Deed of Variation agreed with the PFI contractor is a
‘Multi Deed’ which sets up an agreement with the PFI
contractor that future academy transfers can be done as a matter of
correspondence under this Deed of Variation and therefore reducing
any legal fees to a minimum. To accommodate this transfer a deed of
variation is required to the PFI Project Agreement; this is a
simple change of address for the academy and is mainly required for
the PFI Project Agreement to ensure that the school is covered
under the contract insurance and is identified contractually as an
Authority Related Party.
Similarly the addresses in School Agreements between the Council
and the Schools are to be updated; the School Agreement passes down
various responsibilities under the Project Agreement from the
Council to the schools.
Decision Maker: Executive Director: Children & Education (DCS)
Decision published: 22/08/2019
Effective from: 22/07/2019
Decision:
To put in place a Multi-Transfer Deed of
Variation for the Bristol Schools PFI Phase 1A contract to allow
the transfer of Bedminster Down and Henbury schools to transfer
from single academy status to multi-academy trusts.
The Deed of Variation is required to ensure that the Academies are
recorded as Authority Representatives under the Project Agreement
which brings the Academies under the obligations of the PFI
contract which will be in place until 2031 and ensures that any
future academy transfer under this contract can be done as a matter
of correspondence under this Deed of Variation and therefore
reducing any future legal fees to a minimum.

24/07/2019 - Feeding Bristol Healthy Holiday Programme funding ref: 599 Recommendations Approved
An Appeal was launched by Feeding Bristol on
21st May 2019 for the provision of food for vulnerable children to
alleviate food poverty over the summer holiday period in 2019. In
responding to the Appeal the Mayor made a pledge of £25,000
on behalf of Bristol City Council.
In summer 2018 Feeding Bristol benefited from a £30,000 grant
from the Department for Education that funded the provision of
around 15,000 meals over the 6-week holiday period, feeding over
2,000 children on free school meals. However, the Government
decided not to award any funding to Bristol this year, instead
allocating all of the funding for the South West region to
Plymouth.
Bristol has the highest number of children registered for free
school meals of any Local Authority in the South West, and the
decision by Government not to provide any funding left Bristol in
desperate need.
Feeding Bristol have been working with the Council’s Public
Health Directorate and Bristol Community Health to develop
appropriate menus to ensure that nutritious food is provided across
the six-week period.
The social impact will be as follows:
• Provision of over 50,000 meals across over 120
organisations
• An estimated 5,000 vulnerable children will receive food
over the six-week period, up to 3 times a week
• A number of projects, and one-off events, are planned that
will support children and their parents, thereby supporting
vulnerable families and developing a sense of community
• 11 organisations are receiving 50% of the food, mainly made
up of the play sector and Children Centres
• 54 organisations are receiving fewer than 100 meals
• Approximately a third of meals will be provided from
catering hubs. The rest will be created on site through food
delivered or collected from FareShare South West.
Decision Maker: Director: Children, Families & Safer Communities
Decision published: 30/07/2019
Effective from: 24/07/2019
Decision:
To grant £25,000 to Feeding
Bristol’s Healthy Holiday programme to alleviate food poverty

19/07/2019 - Enabling Western Harbour early engagement ref: 595 Recommendations Approved
The Western Harbour proposals involve
significant change to the Cumberland Basin area. These proposals
are still at a very early stage, and will be initially discussed at
Cabinet in September. However, it is a Mayoral priority to deliver
engagement with local residents at as early a stage as possible and
this has been requested to take place in August. Therefore, funds
are required in advance of a Cabinet decision.
Decision Maker: Executive Director: Growth and Regeneration
Decision published: 22/07/2019
Effective from: 19/07/2019
Decision:
To apportion £150,000 from Capital

16/07/2019 - OPCR Hardware Procurement –Lot 4 ref: 594 Recommendations Approved
The original framework tender for one
consolidated lot resulted in no competition, problems with the
supply of the full portfolio and came in over £300,000 over
the allocated budget for the hardware. Making the requirement
market facing has enabled competition and value for money in a
compliant way.
Decision Maker: Director: Management of Place
Decision published: 22/07/2019
Effective from: 16/07/2019
Decision:
Under the OPCR project there is a need for
specialist hardware to extend the network. After running a
competition on CCS framework (Tech2 Products), it was established
that the hardware was too specialist to be purchased as one lot via
typical resellers on a framework to ensure competition, in budget
and value for money and needed to be lotted in to 5, 3 quote
tenders to specialist suppliers. This was approved at CPG. Having
run the 5 tenders via Pro-Contract portal, we have established
competition and the following lot is in budget but above
£100,000 and requires approval:
Lot 4 – Stordis Limited.
There may be slight variation in final parts needed or if quotes
need to be revalidated, so we have added a 10% contingency.

04/07/2019 - Income receipting system contract ref: 593 Recommendations Approved
The Council has undertaken a review of all its
payment services and channels and Cabinet approval to re-procure
these services was given in October 2018. A procurement process is
underway to tender for a new contract for provision of these
services. However complexity of the system architecture of this
service and related systems mean additional work was undertaken to
clarify the requirements of a new service. The tender documentation
is currently being drafted and contract award is anticipated in the
next six months.
The continuation of the current agreement will allow time for new
contracts to be procured in line with the decision taken by Cabinet
in October 2018.
Decision Maker: Director: Finance
Decision published: 19/07/2019
Effective from: 04/07/2019
Decision:
Extension of the current agreement with CIPFA
for income receipting systems up to March 2021, this includes
ability to receive online payments, telephone payments and
processing direct debits.
The contract covers an annual license fee and a transaction fee
based on a percentage of value of payments taken, in 2018/19 the
total value of this contract was £359k.
Bristol City Council have a rolling agreement recently updated in
2017 with Capita for the provision of these services which requires
6 months’ notice for termination – given the critical
nature of these service until we have a replacement in place it is
high risk to terminate this arrangement.
