Bristol City Council needs to formally accept the funding allocated by WECA to deliver secure residential cycle parking in Bristol. The delivery will be focussed on Council Housing sites in central Bristol.

18/05/2022 - Permission to accept and spend the Prevent Priority fund grant from the Home Office ref: 1380    Recommendations Approved

Bristol City Council has made a successful bid for Home Office Prevent priority funding and has been awarded a grant of £126,231 for a period from April 2022 – March 2023. This grant will allow for the creation of two new posts – a Prevent Coordinator and a Prevent Education Officer. The funds also permit the Council to provide greater strategic oversight and an improved alignment with national Prevent objectives and practice. There is also funding for community engagement activity throughout this period. The provision with lead to an improved level of compliance with the Council’s statutory duty to Prevent as outlined above and will also in turn, serve to improve our safeguarding of vulnerable individuals through our Channel programme, our partnerships working and safety within our communities.

Decision:

To accept the prevent Priority funds from the Home Office. Bristol City Council will use the funds to appoint two specialist Prevent posts, to provide strategic oversight and implement community engagement activities over a twelve-month period. The additional posts and community engagement funds will enable Bristol City Council to fulfil its statutory Prevent Duty under the Counter Terrorism and Security Act 2015 which requires all specified authorities to have “due regard to the need to prevent people from being drawn into terrorism”.

Authorisation of spend of £281,000 to support the relocation of Southmead Library from it’s current site to Southmead House, to include the acceptance of a £148,808 construction works tender (Creative Constructive South West Ltd). This spend is to be incurred from an existing £7m budget allocation approved by Cabinet.

15/03/2022 - Finance Systems for Schools 2022 ref: 1376    Recommendations Approved

Trading with Schools, (TwS) Schools Finance Service offers an integrated Financial Accounting Software package which provides fully supported access to a Centralised Bank Account, Accounts Payable and Receivable function. This package is currently being purchased by a number of Bristol Schools (68 in total) but Schools may also choose to purchase this finance system from alternative providers. The current contract is due to end on the 29th September 2022 and as part of the TwS Procurement and Contract Service Traded Offer a Stakeholder Group including Schools, TwS Schools ICT, TwS Schools Finance and Bristol City Council (BCC) ICT

16/05/2022 - Your Holiday Hub – Grant Funding Summer 2022 ref: 1375    Recommendations Approved

A decision was taken at Cabinet in March 2022 to deliver the Bristol programme in line with the Department for Education’s Holiday Activity and Food (HAF) 2021 guidance. This decision is taken in line with both the Cabinet decision and HAF guidance.
Bristol Robins has been very successful in the delivery of HAF programmes with successful delivery in 2021, since then the organisation has made significant improvements in line with HAF guidance.
Bristol Robins will deliver activities across 27 days of the summer holidays in five locations in south and east central Bristol. Funding will also cover the cost of a meal for each eligible child who attends these sessions and will include and enhanced nutritional learning element.

27/04/2022 - Inflationary Uplift for Bristol City Council foster carers, special guardians, adopters and supported lodgings hosts ref: 1374    Recommendations Approved

Bristol’s aim is to value its carers and to recruit and retain local carers for children who need our care. Providing an inflationary uplift on an annual basis will enable carers to meet the needs of children. This is recognised as an essential part of the high value package provided by Bristol City Council. There are 1076 placements funded across in-house fostering, SGO, RO, CAO, Adoption, and in-house supported accommodation at a net cost of £11.8m. The cost of the uplifts to all placement allowances on the above basis will cost £419k. The uplift to take account of cost of living increases, has been agreed.

13/05/2022 - Lockleaze Estate Regeneration & Housing Delivery - Muller Road Phase 1 Contractor appointment ref: 1373    Recommendations Approved

Authorisation was given by Cabinet in 2018 and 2019 to the Executive Director to draw down and spend funding to deliver the sustainable transport improvements and other infrastructure required to enable housing delivery in Lockleaze. This contract is for the design and delivery of traffic mitigation measures for new affordable housing being constructed in Lockleaze. The appointed contractor will undertake construction works in relation to this which will commence in July 2022 and is planned to finish by 31 March 2023.

12/05/2022 - Project Leadership – Project 1000 ref: 1370    Recommendations Approved

Experienced leadership capacity is required to ensure successful delivery of Project 1000. The council needs to procure this resource as there is no existing internal capacity. Arcadis have been already procured to meet this type of need and facilitate high pace of delivery.
