18/11/2021 - Home Office Safer Streets Fund round 4 ref: 1302    Recommendations Approved

Bristol City Council has attracted significant funding through the Home Office Grant. This additional investment in the City, will enable delivery of a number of initiatives that aim to reduce incidents of violence against women and girls to include sexual harassment and drink spiking incidents. The project includes the development of legacy products to include a Bristol Women’s Safety Charter, anti-sexual harassment training package for night-time economy employees and a City-Wide Awareness campaign. The funds will also expand on the current police led drink spiking testing pilot across the City and support the Bristol@Night website. Implementation of these initiatives will serve to reduce crimes against women and girls at night, reduce the fear of these crimes and grow the power of the night-time community from within.

Decision:

Bristol City Council have agreed to receive funds from the Home Office Safer Streets Fund (Safety for Women at Night). Bristol City Council will spend the funds on a number of initiatives designed to prevent violence against women at night in Bristol City Centre, to include within venues as well as routes home, through protecting those at risk and by targeting potential perpetrators of violence against women and girls. The proposed project is designed to make the Bristol City Centre safer and feel safer for women at night.

To award a new Bus Shelter Advertising Concession as set out in the Cabinet reports dated 2 October 2018 and 25 February 2021, and the tender report dated 27 October 2021.

To award the new Bus Shelter Advertising Concession (1 April 2022 to 31 March 2030) to Clear Channel UK Ltd, following a procurement exercise, as per recommendations set out in Cabinet Reports dated 2 October 2018 and 25 February 2021.

18/11/2021 - Local Digital Fund Round 5 Award (to explore the digital build of a centralised special educational needs top-up funding service) ref: 1186    Recommendations Approved

If a pupil in an education setting has very complex needs and requires specialist help to make progress with their education, the school can apply for additional funding. This is called 'element 3' or 'top up' funding.
The bid is concerned with the additional development and enhancement of a centralised web-based application for the new DSG High Needs Block Element 3 funding process (more commonly known as ‘top-up’).
The conditions of the bid were favourable, and no match funding is required. The primary conditions of the bid are to agree to publish all outputs of the project under open license.
The funding will be used to deliver a project which the Council had already identified as being necessary.

09/11/2021 - Enabling Technology for Clean Air Zone (CAZ) ref: 1185    Recommendations Approved

Bristol City Council has been directed by Government to implement a Charging CAZ D.
The Council's proposal consists of deploying both fixed ANPR cameras and mobile systems to enforce the Clean Air Zone. The contract also includes a full back-office management system and interfaces to other applications / agencies.
A recent tender was carried out for both CAZ and Bus Lane Enforcement (BLE) devices so that the Council has one contract/one supplier. The contract was awarded prior to JAQUs decision, and as per the tender was initially for just the BLE element. A Tender Report for this was signed off by the Executive Director Growth and Regeneration on 22.06.21.
Now that JAQU have formally signed off the Council’s full business case for a Charging CAZ D, the Council needs to ‘enable’ the CAZ D element of the contract.

05/11/2021 - Initial consultation on Purpose-built Student Accommodation and Shared Living draft Supplementary Planning Document. ref: 1183    Recommendations Approved

Consultation is sought on the initial draft document to inform the final content of the Purpose-built Student Accommodation and Shared Living Supplementary Planning Document. Section 12 of the Town and Country Planning (Local Planning) (England) Regulations 2012 requires the preparation of a consultation statement before a local planning authority can adopt a Supplementary Planning Document.
