22/09/2022 - Run Bristol (Delivery of 10k and Half Marathon mass participation running events) ref: 1516    Recommendations Approved

The Bristol Run events have been successfully managed by Great Run Co since 2016 on a three plus two year contract basis. Both the 10k and half marathon events were cancelled in 2020 due to the pandemic. Continued uncertainty around covid in the spring of 2021 led to the 10k and half marathon being combined into one event in September 2021.
Great Run Co was granted an additional one-year extension as a contract variation, due to the event being cancelled in 2021. This extension commits them to running Bristol Run during 2022 and their current plan is to once again combine the two distances as one autumn event.

To procure Great Run Co to take on the development, management, and successful delivery of the Run Bristol portfolio of events – specifically the Bristol 10k and Bristol Half Marathon over a 5 -year period. Including a one year extension as a contract variation to enable them to run Bristol Run during 2022 in September 2022.

20/09/2022 - Food vouchers for Free School Meals children (October 2022 holidays) ref: 1505    For Determination

In May 2022, the Chancellor announced that there will be a third round of the Household Support Fund to cover the period from October 2022 to March 2023, meaning that a further £500 million (£421m for England) would be released to councils, to support those most in need with the cost of food, energy and water bills, phone, broadband and clothing and in exceptional cases, housing costs.
Due to lack of notice given by government and the impending October holidays, the Council has used a proportion of the new estimated £4m grant, to assist 22,000 Free School Meal/Pupil Premium children during this period, by awarding a £15 voucher in respect of each child. The spend accounts for £331k of the allocation for this week. This commitment is in line with previous support provided to these children for most school holidays since October 2020, by Bristol City Council.
The contract supplier has been chosen using the CSS framework and is a continuation of an existing and well-established good quality provision by them.

Decision:

To spend up to £331k of the Council’s allocation from the Household Support Fund for October 2022 to March 2023 to provide Free School Meals vouchers to 22,000 children over the October school holidays and use the Crown Commercial Services (CSS) voucher framework to appoint the contract supplier Hawk Incentives.
The Cabinet member for Finance, Governance, Property and Culture, the Chair of Resources Scrutiny commission, the Mayor’s Office, the deputy S151 Officer and the Monitoring Officer have been consulted prior to this decision being taken.

The procurement route selected was a full OEJU process. The value and scope of works of the Responsive Repairs Framework deems a full open OEJU process as the most appropriate and transparent route to market

Decision:

Approval to award a new Responsive Repairs Framework Contract following a full and comprehensive tender process. The framework covers responsive repairs and refurbishment to properties consisting of domestic properties spread geographically throughout the city.
The framework is divided into 5 geographical areas (Lots).
Properties will be both tenanted and empty.
The domestic property portfolio of Bristol City Council consists of a mixture of social housing (around 31,000 properties) plus, garage sites, Traveller sites and Hostels.

27/09/2022 - Defra Air Quality Grant – Installation of electrical supplies for outdoor events ref: 1496    Recommendations Approved

To secure additional resources to help the city council reduce NOx, particulate, CO2 and noise pollution from diesel generators.

Decision:

To approve the submission of a grant application to Defra and if successful accept that grant and deliver the project. The funding is to BCC to upgrade and install significant electrical power supplies to allow events such as the harbour festival and traders to use renewable electricity, rather than relying on polluting diesel generators.

20/09/2022 - BSH/HRA Asbestos Removals and Air Reassurance Testing Framework ref: 1495    Recommendations Approved

The route to market and implementation of the new framework was the most suitable for the works required, due to the incumbent asbestos removals framework coming to an end.

Decision:

Approval to award a new asbestos removals and air reassurance testing framework contract, following a full tender exercise. The incumbent asbestos removals framework is coming to an end in October 2022. The new framework includes a separate lot for air reassurance testing due to changes in regulations that these works need to be carried out by a supplier independent of the licenced removal contractor. The framework also includes a lot for Building Practice to utilise for their removals.

21/09/2022 - Health and Wellbeing Grant Investment ref: 1493    Recommendations Approved

On 3rd March 2022, Cabinet authorised and delegated the Executive Director, People to spend additional S256 funds of up to £2.24m. A Community Health and Wellbeing Fund has been set up which will be managed for and behalf of the Council by Quartet Community Foundation.
The agreement of the S256 was the provision of matched funding from previously allocated COVID funding for grant investment to support the recovery and resilience of the community and voluntary sector.

This provided the quickest and most efficient route to market to reduce the backlog of repairs currently outstanding which is considerably impacting the service provided to the homes of tenants across the city.

Approval to award a further temporary arrangement for a provider to carry out responsive repairs to Housing owned properties while a permanent contract is procured. This is to assist with the reduction of the still considerable RR backlog which has occurred as a result of the Covid-19 pandemic and the subsequent impact on internal and external resources. The contract was a direct award to an incumbent supplier based on the lack of bids from other suppliers on the tender, and the urgent requirement for additional resources to reduce the backlog.

13/09/2022 - A4 Portway Strategic Corridor – Additional scope to be completed by Strategic Partner ref: 1471    Recommendations Approved

This decision follows the previous OED 4 August 2022), signed by the Growth and Regeneration Executive Director approving spend of £315000.
This follows the cabinet decision on Tuesday, 5th October, 2021 which approved “the receipt and expenditure of funding to deliver the development and submission to WECA of Business Cases for each project within the Strategic Corridors Programme, of up to £3.5m” including £600k for the A4 Portway Strategic Corridor.
This project is key to Bristol City Council’s aims of delivering the Strategic Corridors programme, and Mass Transit. The additional scope requests the strategic partner to produce and issue a Full Business Case for a work package to create a new bus access and egress at the Portway Park and Ride site.

NPO investment and status enables Bristol Museums to maximise opportunities to engage citizens in culture and arts through ground-breaking programming that increases access and addresses issues of inequality and diversity, making Bristol a fairer and more attractive place to live, work, visit and invest. It enables us to amplify our efforts and impact through city, region, national and international partnerships, reflecting the wider ambitions for the city. Specifically, it will:
•Equality. Enable an inclusive programme of activities that celebrate the unique creative and cultural diversity in Bristol that is accessible to everyone
•Health. Fund activities to increase participation in culture and support well-being/a sense of belonging
•Sustainability. Engage communities and build resilience to address the climate emergency through positive behaviour change
•Social value. Build social value by fostering learning, identity, belonging, well-being, tolerance and cohesion. Funded activities will provide sources of inspiration, creativity and celebration in the city.

Decision:

Approval of submission of application to Arts Council England (ACE) for two grant awards for investment in Bristol City Council’s Museums and South West Museum Development as part of their remit as a National Portfolio Organisation (NPO).
The grants will deliver significant investment in Bristol’s Museums and support to museums across the south west region. Bristol Museums already receives NPO funding on an annual basis of £1,364,320 towards the delivery of five accredited museums that are the mainstay of the city’s civic culture and arts provision. In addition, the Service receives £2,141,296 from ACE for the delivery of Museum Development in the south west of England.
