DfE Guidance, published in the School Admissions Code (2014), states arrangements must be determined by 28th February 2021.

Decision:

To agree the proposed school admission arrangements and co-ordinated schemes for primary and secondary schools for the 2022/2023 academic year.
The admission arrangements are largely unchanged from the policies determined for 2021/2022. apart from some changes to wording/phrasing which have been rewritten in line with guidance from the DfE.
BCC has updated the process for clarifying a child’s home address, following the publication of the Office of the School Adjudicator (OSA) Annual Report September 2018 to August 2019. Child Benefit payments have been removed as a form of evidence.
The arrangements have also been updated and reformatted for accessibility using the BCC standards.
The documents went to public consultation between 30th November 2020 and 31st January 2021, with information sent to all relevant parties as well as being published on the BCC website and Citizen Space consultation page. No objections were raised with regards to the proposed documents.

25/02/2021 - A grant funding award to Knowle West Media Centre and ‘We Can Make’ ref: 968    Recommendations Approved

The Mayor of Bristol has set out the objective of delivering 2,000 new homes, 800 affordable, each year. In response to this the Council allocated £57m for the provision of a grant funding programme to Registered Providers and other eligible non-profit making organisations for the delivery of affordable homes for rent and supplementary grants to incentivise the development of zero carbon affordable homes, the adoption of modular housing and the building of wheelchair accessible homes. This award relates to the 23rd round of grant funding by the Council under the Affordable Housing Funding Policy (current version approved by Cabinet on the 2nd April 2019).

25/02/2021 - Henleaze Article 4 Direction (non-immediate) ref: 966    Recommendations Approved

In 2016 Henleaze residents undertook a local area character assessment using the ‘Our Place’ toolkit, in accordance with the City Council’s Heritage Framework. The resulting report identified areas of concern where the special character of the Downs Conservation Area was threatened, in particular the loss of front boundary walls along Henleaze Gardens and Henleaze Avenue, which are an identified part of the historic character of the area.
A local consultation exercise undertaken in 2019 indicated the majority of respondents in the consultation area are in favour of removing permitted development rights that allow front boundary walls to be removed without the need for planning permission.
The Council as Local Planning Authority have a statutory duty to protect the special character of identified areas such as conservation areas, and to do so can remove certain permitted development rights under Article 4 of the Town and Country Planning (General Permitted Development) Order.
Under the current Growth and Regeneration Directorate Scheme of Delegations the Director: Development of Place is delegated the authority to make Directions under Article 4 of the Town and Country Planning (General Permitted Development) Order 1995 as amended.
The Cabinet Member for Spatial Planning and City design was briefed in September 2020 and supported making the Direction as a community-led initiative.

                    i.            £2.6m Green Homes Grant awarded by central government to Bristol City Council to deliver energy efficiency and renewable measures to low-income households with poor energy efficiency ratings.

                   ii.            If successful, a £6.9m Public Sector Decarbonisation Scheme bid to central government to connect existing public buildings to the Redcliffe and Old Market heat networks. This will be subject to recommendation from the executive director for Growth and Regeneration in consultation with the s151 officer.

2.      Authorised the Executive Director for Growth and Regeneration, in consultation with the Cabinet Member for Transport and Energy, the Chief Finance Officer and the Monitoring Officer, to procure all goods, works and services necessary to deliver the projects in receipt of government grant funding.

  1. Authorised the Executive Director for Growth and Regeneration, in consultation with the Cabinet Member for Transport and Energy and with Procurement, and noting that the City Leap Board is to be consulted on all key decisions/arrangements that may have a bearing on the City Leap tender, to procure/extend/vary the contract(s) necessary for the implementation of:

i.        Routing zero-carbon electricity generated from the Council’s own renewable energy generation to nominated Council sites.

ii.       An electricity supply arrangement for City Hall with a tariff structure that optimises use of and income from the planned storage battery.

iii.     New contracting arrangements for Generators, which will allow pre-qualified renewable generators to enter long term supply arrangements for nominated Council sites, and made accessible to other organisations.

iv.     Authorise the Executive Director for Growth and Regeneration to implement any subsequent extensions/variations specifically defined in the above-mentioned contract(s) being awarded, subject to the financial impact not exceeding the maximum budget envelope.

  3. Approved the allocation of Strategic CIL funds of up to £7m to support development and library relocation costs and fund Health Centre, Library and Community enterprise space development.

Authorised the Executive Director Growth & Regeneration, (in consultation with the S151 Officer, Cabinet Member for Housing and Cabinet Member for Finance, Governance and Performance) to use Strategic CIL funds up to £7m to support development and library relocation costs and fund Health Centre, Library, and Community enterprise space development.
