1) Agreed to the surrender of the Council’s current sub-lease of office accommodation at Parkview Office Campus and re-grant of a new lease capable of early termination by the Council.
2). The Strategic Director – Resources be authorised to approve the terms of the surrender and re-grant subject to briefing the Cabinet Member for Property.
3) The Strategic Director – Resources be authorised to approve arrangements for
relocation of all staff currently working from Parkview to other office locations of the
Council and clearance of the leased areas at Parkview.

26/06/2017 - Proposal for a Bristol Apprenticeship Service ref: 226 Recommendations Approved
This report recommends the implementation of a
service transformation project to eradicate duplication and deliver
one seamless apprenticeship service. This will achieve our local
authority levy and savings targets. It will also provide strong
system leadership and capacity building support to develop a strong
and diverse workforce within BCC and also enable local employer
partners to develop their apprenticeship provision.

Decision:
1) Noted the establishment of a new single Apprenticeship Service to transform our
management and delivery of apprenticeships both within Bristol City Council and
across partner employers in the city.
2) Approved the development and publishing of a new single commissioning
framework to enable the Council to procure apprenticeship services from external
providers as soon as possible.
3) Approved delegated authority for the Apprenticeship Manager to establish the
framework and enter into contracts with framework providers.

Decision:
1. Agreed that the policy of using property guardians to secure empty buildings be amended to reflect alternative security measures on the following basis:
· No new commercial guardian arrangements will be entered into:
· That property guardian contracts on buildings with a legacy of issues are ended as soon as possible by giving up to 6 months’ notice:
· That property guardian contracts on buildings without a legacy of issues are ended when the council needs the buildings back for redevelopment:
· That implementing these recommendations is delegated to the Service Director for Property in consultation with the Director of Finance and Cabinet Member for Corporate Property and Housing.
2. Agreed that vacated buildings will be demolished, redeployed or where suitable, transferred to a Third Sector organisation under a mean-while use agreement for temporary housing accommodation and that this is delegated to the Service Director for Property in consultation with the Director of Finance and Cabinet Member for Corporate Property and Housing.
3. Agreed that the Service Director for Property in consultation with the
Director of Finance have delegated authority for the procurement of works
up to the value of £1.41m in 2017/18 to demolish buildings vacated as a
result of this change in policy. This will be undertaken in advance of their
future redevelopment and the cost will be funded from the Housing
Delivery enabling budget, which forms part of the agreed Capital
Programme.

Decision:
· To endorse the Bristol Music Trust application for Arts Council funding of £10m, to support refurbishmentof Colston Hall and be involved in all third party grant funding applications, on the basis that redevelopment, with ACE support provides the best value option for the development of this Council
owned asset.
· As the Accountable Body and freeholder of the building, in accordance with Arts Council requirements,underwrite the project. Pending receipt of further external funding, if required, to provide additional funding primarily through the option of a loan facility repaid via BMT’s revenue resource.
· To note that if all funding falls away the Council is the funder of last resort which will impact upon the Council’s capital programme.
· To authorise the Service Director Economy and the Director of Finance in consultation with the Cabinet member for Culture, to enter into a conditional agreement with BMT which will contractually oblige BMT to continue fundraising until all necessary funds have been obtained and that further guarantees that all necessary funds will be transferred to the Council as senior debt, so that the best economic and cultural outcomes can be achieved for the City.
· To authorise the Service Director Economy to appoint the original design team to develop the technical design for Colston Hall Phase II up to RIBA Stage 4.
· To authorise the Service Director Economy to undertake an OJEU compliant procurement process to procure a contractor to deliver Colston Hall Phase II.
· To note further Cabinet approval will be required to award and enter into a construction contract with the preferred contractor and appoint the original design team as required to deliver Colston Hall Phase II.
· To note the requirement for the Service Director Property to either; exercise the option to allow Bristol Music Trust to extend their existing lease to a minimum 30 year period or enter into a new lease agreements upon completion of the project for the buildings and for Trenchard Street Compound, should the Council enter into a construction contract with the preferred contractor.
· To note Officers will review the capital programme approved at full council to facilitate the possible funding needs and bring this back to Cabinet as and when a decision is made to enter into a construction contract.
· To note the Service Director Economy and the Director of Finance will review the business plan to ensure resilience.
