02/04/2020 - Purchase racking for deceased people at the Temporary Resting Place at Sandy Park. ref: 870 Recommendations Approved
A temporary resting place was set up at Sandy
Park to accommodate the significant additional number of deaths
predicated in the Covid 19 pandemic.
Refrigerated storage units were hired, which required internal
racking to be used as a resting place. Racking on which to place
deceased people was purchased.

Decision:
To purchase racking for six refrigerated
containers at Sandy Park Temporary Resting Place on which to place
deceased people. The racking allowed each of the 40ft containers to
hold 50 deceased people.

06/04/2020 - Procurement of general spend cards (AllPay) ref: 801 Recommendations Approved
A decision was made to increase and find an
additional and alternative method to awarding LCPF Emergency
Payments to assist more families in food/fuel poverty. A direct
award was made to AllPay following soft market testing, as this
solution had historically been used by LCPF and seen as the
quickest to implement and best value for money.

Following the outbreak of COVID 19 there has
been increased pressure on the Council’s Local Crisis and
Prevention Fund (LCPF) for Emergency Payments. Additional funding
from central government has been used to bolster this scheme to
assist low income families in emergency need, by awarding universal
spend cards.

06/04/2020 - Procurement of supermarket spend cards (Tesco) ref: 800 Recommendations Approved
A decision was made to increase the use of the
existing LCPF award payment solution (Tesco supermarket vouchers)
to be able to assist more families and to possible greater extent
and increase their contract value.

poverty by awarding supermarket vouchers.

31/03/2020 - A grant for Connecting Southmead to continue with the pilot of a community development approach to supporting vulnerable adults diverted from Adult Care who would otherwise require support under the Care Act ref: 797 Recommendations Approved
The grant will enable Southmead Connect to
continue to work with people referred from the local Adult Social
Care Team using an approach called ‘Combining Personalisation
and Community Empowerment’ (CPCE). This involves delivering
more tailored support for people through a combination of
individual support and “life planning” and the
engagement of people with support needs and the wider community in
community volunteering to develop provision. As well as meeting the
needs of the individuals referred this approach will help develop
support in Southmead that other vulnerable or older people can use,
helping people remain independent, contribute to their community
and enjoy health and wellbeing.
Adult Care have been working in partnership with Southmead Connect
to develop CPCE. This approach has been taken in other areas
successfully. This continuation of the pilot grant will enable
Adult Care to continue to work with Connecting Southmead to share
learning on what works, and what is an appropriate way to formally
commission and pay for CPCE projects. At the end of the pilot, if
successful, there will be opportunities for lead organisations in
other areas to bid to run similar projects.
This is the continuation of a service that will support people with
care and support needs living in the North of the City –
making use of community volunteers and will be a key part of ASC
response to Covid- 19.

05/03/2020 - Motor Insurance Tender Award 2020 ref: 768 Recommendations Approved
BCC and BWCL Motor insurance was last tendered
in April 2017 as a combined package. The current period of
insurance expires on 31st March 2020.
The compliant tender for BCC and BWC as per the Public Contract
Regulations enabled the opportunity to test the market for value
for money (VfM) and for Social Value purposes on the existing basis
i.e. combined cover for BCC

Decision:
Approval was sought from Cabinet on 1 October
2019 to invite competitive tenders for the Bristol City Council
(BCC) and Bristol Waste Company Ltd (BWCL) Motor insurance for a
three year period or for a three year period renewable for a
further two years at the Council’s option, from 1 April 2020
in accordance with the Contracts Procedure Rules.
The decision was to award the combined BCC and BWCL Lot 3 Motor
Insurance following a full Official Journal of the European Union
(OJEU) Contract Notice reference number 2019/S 231-566598 dated 29
November 2019 in line with BCC’s procurement strategy.

20/03/2020 - Clean Air Zone programme additional spend request ref: 767 Recommendations Approved
The Cabinet decision made in 2018 gave
officers delegated authority to accept the funding award of up to
£2m. It is necessary to take this decision, noted above, as
the forecast spend through to the additional Cabinet approval
exceeds that delegated authority by £476k.

Decision:
•In March 2018 Cabinet authorised the
receipt and spending of up to £2m grant funding from JAQU
(the Joint Air Quality Unit) for the Clean Air Zone Feasibility
Study. Due to the additional work required by Central Government
before approval of a final scheme can be granted, the project
forecast now exceeds this. Additional funding is therefore required
to continue developing the Full Business Case, due for submission
in September 2020. JAQU have confirmed the provision of additional
funding, however, pending further approval being sought at the next
Cabinet on the 9th April 2020, it is necessary to make this
decision to cover funding up to that point.
•This will take the total spend to date up to £2.5m. The
additional spend not covered by the Cabinet approval is estimated
as £476,000, and the Executive Director of Resources –
Head of Paid Service has delegated authority to approve this. The
decision is to approve both the receipt of these funds from JAQU
and the spend up to the next Cabinet approval.
•The Cabinet report will then include a request for additional
spend to take the project through to the completion of the Full
Business Case and also to begin implementation of the medium zone
which will be a further £12m.

18/03/2020 - Approval to complete land payments for the AVTM MetroBus project ref: 766 Recommendations Approved
After approximately three years of
construction, the AVTM MetroBus scheme commenced operation in
September 2018. The majority of the land over which the scheme was
built was used under powers of license granted by the Transport and
Works Act Order (TWAO) 2013.
* Now that construction is complete and the final land take of the
project has been confirmed, the final payments for land used can be
made through the fifth and final TWAO General Vesting Declaration
process.

Regeneration, in exercising the powers delegated to him by Cabinet
in October 2014, approves that payments be made to all landowners
whose Full and Final payment requests are approved by Carter Jonas,
to a maximum of £1,381.522.
