29/03/2021 - South Bristol Sports Centre (SBSC) Overspend £370,000 ref: 1058 Recommendations Approved
South Bristol Sports Centre (SBSC), formerly
known as the Imperial Ground, in South Bristol is owned by Bristol
City Council and operated by a Trust under a Community Trust Asset
Lease. SBSC is a Charity and a Community Interest Company (CIC) and
has had a 25year lease from BCC since 2006. The aim of SBSC is to
use the power of sport to engage hard-to-reach young people in
South Bristol.
On 12th May 2018, South Bristol Sports Centre had a serious fire
affecting a large part of the buildings. The council subsequently
agreed the principle of a settlement for reinstatement works, and
as part of these works there remains an outstanding amount of
£370,000 to be paid resulting from the difference between
construction costs and insurance pay out.
This decision enables payment of the above capital spend and
completion of re-instatement works enabling the facility to re-open
for the benefit of the local community.

09/04/2021 - Local Authority Capability Fund ref: 1028 Recommendations Approved
In March 2021 Department for Transport
announced the Active Travel Revenue Funding Allocations for 21/22
and an update on Capital Funding allocations. This replaced the
Access Fund of previous years that the council had been awarded
from 2018 to 2021. The decision to accept this funding via WECA has
allowed the council to continue with the delivery of supporting the
development of infrastructure schemes such as Local Cycling and
Walking Infrastructure Plans; support access to new and existing
employment, education and training; actively promote increased
levels of physical activity through walking, cycling linked to the
delivery of effective infrastructure; and to raise the profile of
cycling and walking within authorities.

Decision:
Approval to accept the Department for
Transport revenue funding allocation for 21/22 under the new Local
Authority Capability Fund via WECA. This funding is to increase the
capabilities of local authorities to plan good active travel
infrastructure, including building more expertise and undertaking
more evidence-based planning. The Capability Fund will also support
traditional behaviour change initiatives where linked to
improvements in infrastructure.

09/04/2021 - Bristol Beacon - Construction Contract Deed of Variation ref: 1027 Recommendations Approved
The Bristol Beacon Transformation project has
faced significant challenges due to unforeseen issues with the
building structure and Covid-19. To secure completion of the
project, Cabinet approved an increase in budget from £52.9m
to £106.9m in March 2021. The project requires a Deed of
Variation to amend the construction contract and reflect the
increased budget and transfer of design responsibilities and risk
that has been negotiated with the contracting partner.
The Councils Strategic Partner has conducted due diligence and
submitted a report recommending that the Deed of Variation meets
the objectives set out in the decision at Cabinet. The Bristol
Music Trust have also been consulted and are content for the
document to be sealed. There is agreement between Bristol Music
Trust and the Council that the Collaboration Agreement will need to
be revised in due course to align with the Deed of Variation.

On the 9th of March, the Cabinet made the
following decision:
Cabinet Authorised the Executive Director for Growth
a) Enter contracts for professional services required to complete
the project;
b) Amend the construction contract to transfer risk and secure
greater cost and programme certainty;
c) Agree any new/additional terms of grant with any grant funding
bodies.
In line with the decision taken at Cabinet on 9th March 2021. The

01/04/2021 - Scheme Approval Report for the development of land at Capel Rd, Commonfield & Littlemead (`Land-led’ scheme). ref: 1026 Recommendations Approved
Cabinet authorised the Executive Director of
Growth and Regeneration in consultation with the Mayor (with
appropriate legal, finance and procurement advice), to procure,
enter into contract and constructed new homes of social rent and to
be managed by the HRA.

council homes.

01/04/2021 - Receipt of Business, energy and Industrial Strategy (BEIS) Heat Network Delivery Unit (HNDU) grant funding for the Bedminster and Temple heat network projects ref: 1025 Recommendations Approved
BCC are actively installing heat networks
across the city in order to support the Mayor’s commitment
for Bristol to be a carbon neutral city by 2030 and to reduce fuel
poverty. This grant funding will support the funding of the next
stages of development of the Temple and Bedminster heat
networks

25/03/2021 - Silverthorne Lane Conservation Area designation ref: 1024 Recommendations Approved
In 2012 this part of the wider Temple Quarter
Enterprise Zone was identified as having heritage value. In 2019
the Council received requests from members of the public and local
interest groups to consider designating the wider Silverthorne Lane
area as a conservation area.
A six-week public consultation exercise was undertaken during
January and February 2021. 23 responses were received including 2
objections that objected to the principle of a conservation area
designation but did not dispute the area is of historic interest
and contains heritage value.
Under the Planning (Listed Buildings and Conservation Areas) Act
1990 the Council has the ability to “… determine which
parts of their area are areas of special architectural or historic
interest the character or appearance of which it is desirable to
preserve or enhance, and shall designate those areas as
conservation areas”.
Under the current Growth and Regeneration Directorate Scheme of
Delegations the Director: Development of Place is delegated the
authority to designate conservation areas.
The Cabinet Member for Spatial Planning and City Design was briefed
in March 2021 and supported the designation.
