08/05/2025 - Bristol Freight Consolidation Project – Funding of Pilot Freight Micro-Consolidation Sites ref: 2627    Recommendations Approved

In November 2022, Bristol City Council (BCC) established a Clean Air Zone (CAZ) that charges all non-compliant vehicles that enter its boundary. Recognising that the introduction of a non-compliance charge could potentially have disproportionate negative impacts on residents, visitors and businesses, BCC negotiated a £42m package of mitigation measures with the Joint Air Quality Unit (JAQU) to support the transition to cleaner vehicles.
A key element of the CAZ mitigation package (as set out in the approved Full Business Case) was to provide support to ‘first/last mile’ freight deliveries into and out of the CAZ through provision of micro-consolidation hubs, which are last mile consolidation and distribution nodes located within or next to urban areas that enable optimisation and consolidation of freight deliveries. A £2m Clean Air Fund grant was earmarked for this initiative.
Since October 2023, extensive work has been undertaken by the Project Team in collaboration with BCC officers, suppliers/consultants, freight
the initial three pilot sites at College Street, West End and Frog Lane car parks are scheduled for delivery by June/July 2025. Successful delivery and operation of the pilot sites will inform the viability of a ‘permanent long-term solution’.
The level of confidence for delivery of the initial three pilot sites is high based on due diligence carried out to date, including feasibility study/business case development, soft market testing, stakeholder consultations and recently submitted planning applications for the three pilot sites.
Additional expenditure of £350k (draw down from the £2m grant) is required to procure suppliers to support BCC on negotiations with prospective operators, submission of full planning applications for the pilot sites, preparation of associated documentation (technical drawings, planning statements, etc), drafting of operator lease/licence agreements, procurement/appointment of facilities manager (‘hub manager’), procurement of movable/fixed assets at pilot sites, as well as monitoring and evaluation of pilot sites.

08/05/2025 - Temple Island Enabling Works project extension of the Strategic Partnership support during 2025. ref: 2626    Recommendations Approved

The completion of the Temple Island Enabling Works has been delayed from May 2025 to July 2025. Additionally, Bristol City Council (BCC) is now delivering the Common Infrastructure Works (CIW) which is likely to further delay completion of the construction works until October/ November 2025.
The project manager has requested the continuation of Strategic Partner (SP) support for the extension of the works, and the additional support required to support delivery of the CIW which will include increased commercial, HandS and utilities support whilst these works are being mobilised and on site. The project requires the SP to continue supporting the project until December 2025 to allow for close-out once the contractor has demobilised from site.

31/03/2025 - Main works contract for the refurbishment and expansion of Filwood Community Centre ref: 2625    Recommendations Approved

To enable the timely delivery of the expansion and refurbishment of Filwood Community Centre, part of the wider Transforming Filwood Broadway regeneration project.
Bristol City Council has been granted Levelling Up Funding for the Filwood Broadway Regeneration project and subsequent cabinet approval to delegate authority to the Executive Director of Growth and Regeneration to procure and award contracts to deliver the project, in consultation with the S151 Officer, and Chair of the Homes and Housing Delivery Committee.

30/04/2025 - External electrical equipment replacement and major repairs in parks ref: 2612    Recommendations Approved

The Council’s Full Council allocated £400K in February 2024 to replace and upgrade existing outdoor electrical assets in parks and green spaces. The need for works in the city’s parks has been determined from similar work to Highways assets that responded to a June 2019 remedy notice served by the HSE. Parks electrical assets had not been adequately inspected and maintained over a period of years and backlog of works and replacement is evident.

29/04/2025 - Equipment procurement for grounds maintenance operations ref: 2611    Recommendations Approved

The Council operates an in-house model of grounds maintenance and the Parks Service carries out grounds maintenance for all green space the Council owns, excluding schools. On a routine basis both vehicle and plant items need to be replaced as they become end of life. In addition, the service changes over time. Over the last 5+ years working methods and equipment needs have migrated to respond to change factors affecting the service, for example the better management of hand-arm vibration, areas of scrub and woodland left unmanaged need to be brought back into a specification, and managing more land in a way that benefits nature.

28/04/2025 - Adaptations to provide wheelchair accessible ground floor bedroom and bathing facilities. ref: 2609    Recommendations Approved

Delivery of modular extension to meet the needs of a disabled tenant as assessed by an Occupational Therapist. A modular extension has been considered as opposed to a traditional built extension, as the modular system presented cost and time savings and reduce the impact on the tenants during the construction phase.

17/03/2025 - Canford Crematorium electric cremators ref: 2607    Recommendations Approved

The cremators at Canford Crematoria require replacement for the following four main reasons:
1. Canford’s four gas cremators are approximately 40 years old, with cremators typically requiring full replacement after 30 years.
2. Canford Crematorium is BCC’s single highest emitter of carbon. New electric cremators will help to meet the Council’s 2023 carbon reduction targets and reduce energy costs.
3. The current cremators are not fitted with flue gas mercury abatement (filtration) equipment. Although currently complaint, an anticipated change to regulations is expected which will mandate 100% mercury abatement. 4/ Revenue generated by the crematoria supports the wider council cemeteries and parks operations.
The change from gas to lower carbon electric cremators and the installation of modern filtration equipment will require alterations to the existing crematoria building and energy supply. The initial phase of this project involves conducting site surveys and designing the required structural, mechanical, and electrical alterations to the building. This phase will also address issues such as planning consent, contractor procurement, risk management and develop an operational plan for works delivery phase. The purposed of this report is to record the decision to allocate a budget of £350k to complete this design and development work.
The project has a significant decarbonisation component; therefore, the design and development will be completed by Bristol City Leap, which is a 20-year strategic partnership between the council and the private company Ameresco to deliver low carbon energy infrastructure projects. The project will be allocated funding from the Council’s own Decarbonisation Fund. The project is also potentially eligible for central government decarbonisation grants under the Public Sector Decarbonisation Scheme (PSDS).

30/04/2025 - The Provision of Funeral Service Arrangements (for Public Health Funerals) ref: 2606    Recommendations Approved

Bristol City Council has a statutory duty under the provisions of Section 46 of the Public Health (Control of Disease) Act 1984 to undertake the funeral of a deceased person, whose death has occurred with the boundary of Bristol City Council and where no other arrangements have been made or are about to be made. We are seeking to let a new Contract, under competition, for the provision of Funeral Service Arrangements for Public Health Funerals. The service provided to us by the winning contractor includes collection and storage of the deceased, provision of coffin and nameplate, Use of a hearse to transport the deceased to place of burial or cremation, doctors fee as set out by central government and the cost of minister attendance.

01/05/2025 - Damp and Mould Works for Residential Properties ref: 2605    Recommendations Approved

Repairs and Maintenance require contractor support to assist with the cleaning and treatment of Damp and Mould in the Bristol City Council (BCC) Housing stock. There is not currently a dedicated contract route for this, and existing supply routes are limited in capacity.
This will allow the team to better meet obligations as laid out under the Regulatory Standards for Landlords, including the new requirements as part of the Consumer Standards as updated in 2024 and upcoming requirements due to come live in October 2025 as part of the Social Housing (Regulation) Act 2023.

Decision is to direct award to Orbis Protect Ltd using an existing Framework Agreement, Procurement for Housings Responsive Repairs and Void Property Services Framework under Lot 4 – Property Cleaning and Clearing Services. Orbis Protect Ltd are rank 1 on the above framework and were consulted in their ability to deliver the level of service required by BCC. Orbis Protect Ltd have tendered to undertake works based on the National Housing Federation Schedule of Rates at a 0% adjustment, representing value for money for the service and a sustainable model for the supplier.

08/04/2025 - Investing in first stage planning and design for Elmfield Secondary school at Badock’s Wood Academy site ref: 2604    Recommendations Approved

The project is part of the Education Capital programme. This work relates to relocation of Elmfield School for Deaf Children - this work is needed given that current classrooms are small and no longer sufficient to meet the needs of the young people attending Elmfield.
This work received Cabinet approval and funding allocation in September 2023, which at the time delegated authority to Executive Director, People in consultation with the Cabinet Member for Children’s Services, Education and Equalities to accept, allocate and spend grant funding from the Department for Education to procure and award relevant contracts relevant /necessary to this work
Following an intensive search, a positive opportunity has been explored through feasibility and now progress to utilise one of two buildings at Badock’s Wood Academy (Primary). This is currently the only option that is available to support the relocation of Elmfield Secondary to an appropriate provision within the parameters. The space available will ensure that the Secondary pupils will be able to access a full Secondary School curriculum and that the projected numbers of pupils moving from Elmfield Primary to Secondary will be able to have their educational needs met.

28/04/2025 - A4 Portway Strategic Corridor Additional Strategic Partner Activities. ref: 2567    Recommendations Approved

This Decision Notice follows on from previous approvals granted on the project at the March 2024 Cabinet meeting and the February 2025 Transport and Connectivity Committee. Given the financial ask of this notice, it is being presented to the Executive Director of Growth and Regeneration for approval in consultation with Finance and the Chair of the Transport and Connectivity Committee.
The £490,095 will be used to replenish the construction contingency budget following the realisation of the risk that additional Strategic Partner fees for the completion of the detailed design were required, specifically design tasks that were not planned for upon the commencement of the detailed design stage and support from the Arcadis Commercial Team for the preparation of tender documents and assistance in the tender evaluation. These additional tasks were initially paid for using contingency previously allocated for the construction stage.
