funding scheme. West of England regional authorities’ have
joined together to develop a framework policy under which grant
funding can be delivered, supporting those businesses with fixed
ongoing property costs and who were not entitled to claim grant
funding from previous government schemes. This is the third tranche
of funding allocated under the Cohort 2 policy and further grant
funding will be paid over the coming weeks.
The total award for this tranche is £152,500.00 allocated to
the business types as outlined in the table attached.

10/08/2020 - Outbreak Management – Temporary Resting Place ref: 840 Recommendations Approved
The Director of Public Health recommends
funding from the ring fenced Local Outbreak Management (Test and
Trace Fund) is used
to enable the temporary resting place (TRP) at Sandy Park Depot to
remain in place for a further six months (until March 2021).
This will mean that body storage capacity in the city, both in
existing, substantive mortuaries and at funeral director premises,
can be maintained during any local outbreak or wider general
increase of COVID-19 related deaths.
Body storage capacity is an identified risk in the management of
any excess death. Existing winter pressures put the system under
strain. A breach of body storage capacity would present a serious
challenge to the management of a local outbreak, both downstream
and upstream of the mortuary stage of the death management
process.The cost of dismantling and reassembling the facility would
be £90,000.

Fund) and will pay for communications, campaigns and public
messaging to support outbreak prevention and outbreak
control.

10/08/2020 - Outbreak Management – Mobile Testing ref: 839 Recommendations Approved
The Director of Public Health recommends
funding from the ring fenced Local Outbreak Management (Test and
Trace Fund) is used to establish a Mobile Testing Unit in Central
Location to support easy access for members of the public,
university students and FE students. Currently testing is available
at Bristol Airport or by post. This location has been found in
partnership with the university and will provide a central and
accessible location. The site has been approved by regional contain
team. This will be one of two mobile sites in Bristol
The approach is endorsed by Health Protection Board and testing is
an essential element of the Contain strategy

10/08/2020 - Outbreak Management – Civil Contingency ref: 838 Recommendations Approved
The Director of Public Health recommends
additional capacity within Civil Contingency which provides
essential expertise in incident and outbreak management and will be
an essential resource in any escalation.
Funding will provide a trained emergency planning expertise
to:
•Support the use of incident management JESIP principles
– including the creation of shared situational awareness,
joint understanding of risk, dynamic risk assessment and defensible
decision making
•Deliver concise, documented Outbreak Management
procedures
•Ensure procedures are tested and robust
•Ensure escalation routes within the Council and to
multi-agency response partners are tested and robust
•Deliver tested operating procedures for activating testing
sites
•Provide a link with multi-agency response partners through
the Local Resilience Forum, including Police, Fire, Ambulance,
Environment Agency, transport and utility providers
•Ensure the impact of outbreaks and outbreak management on
BCC’s business continuity is considered
•Ensure the Outbreak Management Group are sighted on other
issues affecting the city, including other emergencies and that the
impact of these on Outbreak Management are understood
•Provide training and support for responders as required
•Provide training and support for logging incidents as
required
•Provide a view on the impact of Outbreak Management on
critical infrastructure within the City

13/08/2020 - School of Christ the King – Ring Fenced DfE Grant ref: 837 Recommendations Approved
The Department for Education (DfE) have
approved a capital grant as a ring fenced sum for Christ the King
School. The DfE mechanism for distributing the grant to the school
is through the Local Authority. This decision is required to enable
the forward transfer of the grant to the school to deliver the
creation of Early Years provision.

30/07/2020 - Outbreak Management (Test and Trace) Funding: External Communications ref: 836 Recommendations Approved
The Director of Public Health recommends
additional capacity within external communication to support
campaigns, messaging and outbreak management in response to
Covid-19. Consistent and regular public communication is essential
in both preventing and managing local outbreaks of Covid -19 This
will include liaising with neighbouring authorities, the NHS,
Public Health England and City Partners. The communication team
will work closely with the Director of Public Health and the
Bristol Public Health Team. The funding will pay for additional
External Communication Officers, to work with the Public Health
Team on external communications, campaigns and public messaging to
support outbreak prevention and outbreak control.

The Director of Public Health recommends
additional specialist Environmental Health Officer (EHO) resource
is needed to meet requirements to prevent and manage Covid-19
outbreaks in local businesses. Particular high risk contexts are
meat processing and refrigerated premises. EHOs hold legal powers
to close and serve notice on premises. EHOs must work closely with
Public Health Team.

Fund) grant which is to be used for the specific purpose of
managing the local response to Covid-19, as described in the Local

30/07/2020 - Outbreak Management (Test and Trace) Funding: Community Engagement and Community Hubs ref: 832 Recommendations Approved
The Director of Public Health has identified
community engagement, including the network of volunteer hubs as
having an important role in local preparedness and resilience in
response to the Covid-19 pandemic. The network of engagement will
support and coordinate volunteering, including local welfare
support, amplify campaign messaging and support outbreak
management. The network will further strengthen our local eyes and
ears for prevention and response, Consistent and regular public
communication is essential in both preventing and managing local
outbreaks of Covid -19. The engagement network will work closely
with the Director of Public Health and the Bristol Public Health
Team.

24/06/2020 - To award support services contracts "Help when people need it": ref: 833 Recommendations Approved
The Council funds a diverse number of services
that support people to remain independent in their own homes,
maximise their incomes, reduce social isolation, manage their day
to day lives and help them keep well and sustain recovery. The
Council proposed to take the Adult Care Better Lives approach based
on the Council`s 3 Tier Model to purchase `help when you need it`
support. The Adults Social Care Strategic Plan 2016-2020 is to
ensure people can get the right help at the right time to promote
independence and to prevent, reduce or delay the need for long-term
support.
On the 18th June 2019 Cabinet approved the following in relation to
the Better Lives Programme: "Help when people need it":
Cabinet delegated authority to the Director of Adult Social Care
(in consultation with the Cabinet members for Adult Social care and
Housing), to take all steps to procure and award contracts for Tier
2 support services in line with the commissioning plan, to the
approximate value of £4,491,291 per annum for 3 years (with
option to extend up to a further 3 years).
The award of these contracts will support the council’s aims
and aspirations.

04/08/2020 - Advocacy Service for Children in Care, Care Leavers and Children Subject to Child Protection Conferences ref: 834 Recommendations Approved
Bristol City Council has a statutory duty
under Section 22 (4) of The Children Act 1989 to provide
Independent Advocacy to Children and Young People who are Children
in Care / Care Leavers or undergoing child protection processes.
The role of an advocate is to help children and young people feel
empowered to raise issues and concerns about things they are
unhappy with. The Council’s vision is that all children and
young people in Bristol feel listened to and empowered, have choice
and control over their support, and have their rights upheld . The
current Children in Care Advocacy Contract expired on 31st August
2020. The award of the new contract will ensure that children and
young people can understand what is happening to them, can make
their views known and, where possible, exercise choice when
decisions about them are being made. Furthermore, the views put
forward by children and young people accessing the service will
inform the development of the Council’s services.

programme as part of the council and Mayor’s commitment to
improving diversity in city leadership roles.

Entering into a contract with Bloom
Procurement Services Limited (Bloom) for
•the management of the development and delivery of the
Stepping Up Programme (the Stepping Up Services); and
•professional procurement services to support the procurement
of the Stepping Up Services (including running a tender process to
enable the council to choose the party Bloom will sub-contract the
Stepping Up Services to) (the Procurement Services)
This contract with Bloom Professional Services enables them to
provide specialist professional services via Davidson and Partners
to lead the development and delivery of Stepping Up, a City-wide
Leadership Diversity Programme. It is a City-wide initiative with
participants who work in many different employment sectors,
designed to increase the diversity of leadership within major city
and regional employers by developing members of staff from
under-represented groups to ‘step up’ in to more senior
roles.
The contract includes the provision of services to design and run
the course during its third and fourth years, and to raise funds
and secure in-kind support to support the sustained continuation of
Stepping Up. It is being awarded following a legally compliant
tender process using an existing Framework Agreement – Nepro
3 – to Bloom Professional Services.

The appetite to trial this solution is born of
a recognition of the significant officer resource, across the
organisation in independently commissioning a range of learning and
development courses and programmes under different mechanisms. The
aim is to consolidate this activity and associated contracts.
