Tight application deadlines mean we cannot obtain cabinet approval in the timescales required to submit a successful bid.

Decision:

Approval to submit a bid to Phase 3 of the Public Sector Decarbonisation Scheme for the heating system replacement of Blaise Primary and Dean Field Study Centre.
The Public Sector Decarbonisation Scheme (PSDS) is the main scheme from central government to support the public sector in decarbonising heat, with a focus on end-of-life fossil fuel heating systems. There is a requirement that the Government funding is largely matched by BCC so that in this case against a grant application for £615k BCC would be required to fund £585k. The total spend of £1.2m would require cabinet approval.
Phase 3 of the grant scheme was announced on 13th September – it opened for application on 6th October with an anticipated closing date on the 3rd November. Previous rounds of the scheme have been heavily oversubscribed and, as applications are accessed in the order they are received, it is imperative that submissions are made as early as possible. Therefore, due to tight application deadlines an exceptional approval process has been followed.
Approval to follow the process has been obtained from Executive Director, S151 Officer and Deputy Mayor.
NB the approval is required for submission of the bid only. Cabinet approval will be sought to accept the bid.

Alternative options considered:

Option 1 - Not submit a bid – rejected on the basis that end of life heating requires replacement without grant funding this will either be a fossil fuel system or BCC will meet additional costs of renewable system without grant support.
