Purpose:
To enable Great Western Railway to continue to
work on the Portway Park and Ride Rail Station, which is a
requirement to enable the completion of the project.
Decision:
Bristol City Council is delivering the Portway
Park and Ride Rail Station, and key inputs are required by the
Train Operating Company, Great Western Railway. The City Council is
therefore required to enter into contract with Great Western
Railway to enable these elements of the project to be delivered.
The procurement route selected for this project is a Direct Award
to Great Western Railway Limited via Breach of the City
Council’s procurement rules. Breach route has been sought for
this procurement as the contract has been entered into before
approval of the procurement request. Due to the nature of the work
and to avoid delays, an agreement with Great Western Railway was
signed prior to procurement approval.
Alternative options considered:
Option 1 - Great Western Railway is the only
train operating company that can operate and manage the station, so
they are required by the rail industry to deliver operational
elements of the project. The Office of Rail and Road, who will
authorise the opening of the station, require key inputs from the
operator. It is therefore considered that no other company can
deliver these requirements.
